WeWorld Monitoring, Evaluation, Accountability, and Learning (MEAL) system ensures the effectiveness and assesses the impact of project and programs. WeWorld MEAL staff is tasked with the systematic tracking and monitoring of project activities, capturing both qualitative and quantitative data. Additionally, it actively supports the in-country offices’ programs and departments by ensuring the delivery of high-quality services, leveraging knowledge, Ensuring Accountability to Affected Population, coordinating and assessing the efforts of local Implementing Partners. WeWorld MEAL system also contributes to grant management by providing support in reporting and proposal development.
Oobjective\ Purpose of the Role:
Under the functional line management of the Head of Gaza Emergency Operation and the technical line management of the oPt MEAL Manager, and in coordination with the Gaza Field Coordinator, the Monitoring, Evaluation, Accountability, and Learning Coordinator (Gaza MEAL Coordinator) is responsible for the implementation of MEAL activities related to WeWorld’s Emergency Operation in the Gaza Strip. The MEAL Coordinator will have direct management of 1 Information Management and Data Analysis Officer and will contribute to defining the MEAL strategy for the entire operation in Gaza. This will include designing the M&E plans and activities, conducting data collection, conducting data analysis, reporting on conclusions and way forward to improve the quality and accoutabilities of activities, coordinating with programmes’ teams members for capitalizing and disseminating lessons learned and best practices. The position is located in the MEAL Department within the Program Division of the Gaza Emergency Response.
Main Roles & Responsibilities:
Needs Assessments and Analysis
1) Supervision of Needs Assessments:
- Oversee the Field team in conducting thorough needs assessments in target communities to identify vulnerabilities, gaps, and priorities for intervention.
Program Implementation Support:
Support and Coordination:
- Provide day-to-day oversight and support to the Field team for the implementation of multi-sectoral projects, ensuring activities are carried out in accordance with project plans, timelines, and budgets.
- Liaise with project staff, partners, and stakeholders to coordinate project activities effectively.
- Foster strong relationships with community leaders, local authorities, and other relevant stakeholders to promote ownership and sustainability of project interventions.
Monitoring and Problem-Solving:
- Monitor project progress and identify challenges or bottlenecks, providing timely solutions and recommendations to ensure project objectives are met.
- Submit regular progress reports and program updates to the senior management team.
Beneficiary Selection:
- Supervise the beneficiary selection process, ensuring that Field Officers follow selection criteria and procedures set by the senior management team
Compliance and Best Practices:
- Ensure all activities are carried out in accordance with organizational code of conduct, best practices, and humanitarian principles.
- Ensure gender and protection considerations are integrated throughout the project cycle, enabling women to influence decision-making around project challenges.
- Ensure that feedback and complaints mechanism is well communicated
MEAL support and Reporting:
- Data Management:
- Ensure Field Officers collect and compile accurate and timely data related to project activities, outputs, and outcomes using appropriate tools and methodologies.
- Participate in regular monitoring visits to project sites to assess progress, identify gaps, and ensure adherence to quality standards.
- Support to ensure the integration of beneficiary feedback into project planning, decision-making, and adaptation processes to enhance accountability and responsiveness.
Representation Support
- Attend upon request sector/cluster working group meetings and humanitarian response platforms as needed, taking notes and reporting back to the team.
- Help coordinate communication between WeWorld and local authorities, ensuring timely and accurate information exchange.
- Ensure that WeWorld's visibility standards are maintained in all external communications and documentation.

Qualifications and Experience:
Educational Background:
- Master’s degree in a relevant field such as engineering, international development, social science
Professional Experience:
- Minimum of 5 years of experience in a similar position with an INGO.
- Proven experience in technical works and project management, including planning, implementation, monitoring, and evaluation in emergency and development projects.
Skills and Competencies:
- Strong analytical and problem-solving skills, with the ability to conduct thorough needs assessments and develop evidence-based interventions.
- Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders and build positive relationships.
- Fluency in English and Arabic, both written and spoken
Desirable:
- Valid driving license
