Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer
Save the Children is seeking a qualified candidate to fulfill the following vacancy in it’s Ramallah Office:
Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer - Position Ref.#: (MEAL/WB/2015)
The West Bank (WB) MEAL officer will be responsible for supporting MEAL planning, implementation, and the follow up for Country Office (CO) projects in WB as part of the CO MEAL team.
Main Responsibilities:
Key Area 1- Set Up of MEAL systems:
-Contribute to the setup of quality M&E and Accountability and Learning systems
-Provide ongoing technical assistance to programs to ensure that these systems are optimally utilized.
-Contributing to the various data reporting systems, tools and templates (a) to generate quality evidence in various programme levels (monitoring of inputs, outputs, outcomes, etc.), (b) enable and enhance regular monitoring of outputs and programme quality in emergency response, (c) ensure use of data for decision making processes, etc.
-Contribute to the set up of a MIS (Management Information System) including project specific database development
Key Area 2: Ongoing Monitoring and Evaluation
-Responsible for the implementation of MEAL plans including working with projects teams and partners to support tools and data to the plans
-Ensuring all MEAL forms are completed adequately and that any missing or mistakes are properly addressed.
-Work with project staff and partners to ensure timely collection of data and the preparation of accurate and clear reports.
-Provide feedback on MEAL systems standards and quality assessments/assurances
-Support internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in close coordination with projects staff and MEAL manager.
Key Area 3: Accountability and Learning:
-Work closely with projects foals and partner organization to apply accountability standards.
-Contribute to the establishment and activation of complaints mechanism, and manage the feedback and response process.
-Support the integration of accountability system within CO overall functions.
-Manage accountability feedback including documenting feedbacks and prepare accountability reports
-Ensure an effective learning mechanism is in place and is being used for program designing and planning.
Key Area 4: Country office Annual Reporting
-Responsible for data collection and coordination with projects teams on the Global and Country Office Indicators.
-Responsible for drafting projects MEAL plan.
Key Area 5: Emergency Response
-Manage output tracker, a beneficiary complaints mechanism and other quality MEAL systems for emergency response.
-Provide field support as needed to the CO ERT
Applications will be considered based on the following essential criteria:
-Bachelor degree in social science or equivalent.
-Minimum 3 years of experience in Monitoring and Evaluation design and implementation in within humanitarian or development sector
-Minimum 3 years of experience in data collection, analysis applications ( STAT, SPSS, EXCEL, Access)
-Minimum 3 years of experience in working with research studies, baselines, evaluations, assessments, etc
-Proven experience in reporting and documentation in development sector
-Excellent in Microsoft Office applications
-Strong skills in SPSS is preferable
-Excellent oral and communications skills both in English and Arabic
-Strong organizational skills
-Good team player and strong interpersonal skills
-Ability to work under pressure and meet deadlines
-A flexible and initiative-taking, proactive attitude with the ability to manage and prioritise an unpredictable workload
