Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002.
PUI is operating in the West Bank, including East Jerusalemand Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.
PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.
OVERALL OBJECTIVE
The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer is responsible for the implementation of M&E activities within the projects, under the supervision of the MEAL Manager. The MEAL Officer will also ensure the implementation of the M&E strategy for all WB projects. This position will support on data quality, data analysis and reporting on the MEAL activities, including evaluations, PDMs and assessment reports/designs, and participants’ feedback. Moreover, S/he will contribute to ensure that learning is captured and utilized throughout current and future projects. Under the supervision of the MEAL Manager, he/she will provide technical guidance following any M&E activity by analysing data, writing reports including findings and recommendations for program quality improvement. S/he will work jointly and in coordination with local and Consortium partners.
He/she is also be responsible for the management of electronic databases and use and design of electronic data collection systems and management of already existing database including, but not limited to, data aggregation, data entry, data cleaning, database management, and information sharing.
He/she will also be responsible for the implementation of activities related to accountability to affected population (AAP) and mainly in its aspects related to transparency, feedback and response mechanisms and participation. The MEAL officer will contribute to the definition of the accountability plan and activities for all projects in his/her area, such as beneficiary satisfaction survey, community consultation, FRM and ensure its implementation with the support of the MEAL team for field activities.
TASKS AND RESPONSIBILITIES
1. MEAL SYSTEM DEVELOPMENT AND SET UP
- Needs assessment:
- Support in developing needs assessment tools and protocols including data collection forms and computerized database;
- Conduct data collection process: lead- and conduct field visits, train staff in charge of data collection, train on and supervise data entry, monitoring accuracy of computerized data, cross-check information with relevant stakeholders;
- Conduct data analysis and contribute to writing needs assessment reports, under supervision of the MEAL Manager;
- Projects Monitoring
- Support in the design of Monitoring and Evaluation plans for each program that capture quantitative and qualitative data to report on all indicators in proposals and reports;
- Conduct /supervise regular monitoring visits (directly or by MEAL Assistant(s)), and share findings and analysis with the MEAL Manager and operational teams;
- Update, implement and follow-up the M&E plans and collect Sources of Verification on a regular basis;
- Upon request of the MEAL Manager, update M&E sections of Project Management Tools on a monthly basis;
- Ensure that MEAL data is collected, used, and stored in adherence with data protection protocols and ethical considerations;
- Projects beneficiary selection process
- Under guidance of the MEAL Manager, support the creation and use of tools for the selection of beneficiaries, including scoring systems;
- Upon delegation of the MEAL Manager and as necessary, participate in selection committees meetings with the Operations Department and partners.
2. REPORTING
- With support from the MEAL Manager, produce consolidated analytical summaries using charts, graphs, tables, and narratives to fulfil internal and external reporting requirements concerning the MEAL activities;
- Support MEAL manager in preparing and consolidating all related MEAL annexes and reporting tools for all projects;
- Support on writing the MEAL section updates in all monthly/quarterly donor reports;
- Support MEAL Manager in analysis of selected indicators periodically;
- With support from MEAL Manager and Program Manager(s), contribute to the development of Success Stories;
- Accurately archive MEAL data/analysis and activity reports in an organized manner within a shared archiving/filing system.
- Support MEAL manager to provide analytical data and statistics to feed the products of other departments at PUI.
3. EVALUATION
- With support of the MEAL Manager, design impact survey plans, tools and protocols that capture quantitative and qualitative data to report on projects implementation and impact;
- Conduct/supervise field visits in coordination with the Operation Department to collect data among beneficiaries/partners of PUI projects, using tools and protocols designed, ensure data collection, entry, check and analysis;
- With support from the MEAL Manager, contribute to preparing and conducting internal evaluations as requested, including developing evaluation tools, conducting data collection with different stakeholders and writing of evaluation reports.
4. ACCOUNTABILITY
- Support in the proper functioning at base level of the Feedback and Complaints Response Mechanism, as per relevant SOPs;
- Through the monitoring activities, ensure community feedback is addressed on a timely manner based on feedbacks urgency;
- When necessary, conduct focus group discussion and key informants’ interviews to collect in-depth feedback on monitoring trends that need further information/facts findings;
- Ensure that Feedback channels are functional and accessible, and gender-age appropriate by community, and that feedback providers receive timely responses;
- Engage community and relevant stakeholders in information dissemination sessions related to monitoring findings.
- Assist MEAL Manager in rolling-out PUI’s data protection protocol for data collection, sharing, archiving, etc., ensuring that beneficiaries’ data is well protected and shared upon their consent only.
5. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING LEARNING AND REFLECTION
- Support in capturing lessons learnt and best practices for all projects;
- Contribute to capitalization exercises with program and MEAL teams, by presenting the results of assessments, surveys and evaluations and jointly formulating recommendations;
- Facilitate reflection sessions across all programs and promote culture of self-learning and efficient planning;
- Make sure that MEAL findings and analysis are shared and accessible online;
- Contribute to identifying training needs in MEAL for staff and partners, and report those to the MEAL Manager;
- With support from the MEAL Manager, conduct ad-hoc coaching and on the job training to the MEAL staff and program staff (and partners if relevant) aiming at improving the MEAL culture as well as the day to day technical skills;
- Assist the team in improving MEAL initiatives by identifying good practices, field tested lessons learnt, and creative recommendations; share information and encourage staff to incorporate these in their daily work.
6. COORDINATION
- As requested by the MEAL Manager, represent PUI in MEAL-related internal, external meetings and workshops with different stakeholders including HQ, working groups, clusters, donors, and partners;
- Coordinate where necessary with Program Coordinators/Managers and Technical Advisors during MEAL tools development, and findings review sessions throughout the project life cycle;
- Contribute to speaking and writing translations for any MEAL document/exercise as requested by the MEAL Manager and/or WB FCO.

DUTY STATION
The West Bank MEAL Officer will be based in Nablus office, and may spend some days in the PUI Ramallah office according to the needs. S/he will be required to travel frequently to PUI’s areas of intervention all over the West Bank.

REQUIRED KNOWLEDGE AND SKILLS
- Advanced university qualification (in Development/Humanitarian Studies, Statistics, Engineering or another related field);
- At least three years’ experience with a Palestinian or international NGOs or related fields;
- Proven experience in MEAL (including designing and writing baseline, impact surveys, needs assessments, reports and evaluation, Accountability to Affected Populations mechanisms and tools);
- Project Cycle Management;
- Basic knowledge of main donors’ policy and procedures (UN Agencies, EU…);
- Fluency in written and spoken English and Arabic;
- Excellent computer competency particularly in Excel and Word;
- Strong understanding of the regional and cultural context;
- Valid driver’s license and clean driving record.
