Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: The MEAL Officers based in Gaza reports to MEAL Specialist

Position Location: This position will be based in Gaza city with 50% travel to project sites in Gaza Strip.

Key Internal Contacts: CARE Palestine Program and Support staff.

Key External Contacts: Implementing partners and their field officers, local authorities, other local and international agencies, beneficiary groups and relevant key informants.

 Job Summary

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

CARE Palestine has significant experience of delivering emergency relief programs in partnership with a wide range of stakeholders. A partner-led approach focused on gender-responsive work is employed in humanitarian programming, with priority placed on locally led response. CARE has well-established, equitable partnerships with a significant number of Palestinian organizations, and employs a localization approach.

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officers will primarily provide MEAL support to emergency projects in Gaza strip by contributing to the design of MEAL plans and data collection instruments. The incumbent is responsible for the data management aspects of assigned projects including collection, entry and basic analysis of disaggregated data and use of disability, sex and age (SADD) to inform project implementation decisions for effective and efficient delivery of assistance. S/he will support project implementation to ensure the highest accountability standards for (partners, client/beneficiaries and CARE office).

Main Responsibilities:

  • Support the M&E Advisor in the formulation of MEAL Plans and data collection tools for new and existing emergency projects.
  • Support the review of existing tools and procedures, the modification and development of new tools for (qualitative and quantitative) needs assessment, monitoring, evaluation, accountability and learning together with supporting the creation of manuals and guidelines describing monitoring tools, application procedures and the CARE MEAL system as whole.
  • Provide support and on-the-job training to CARE and partner programme and Programme quality staff (M&E) as needed for quality execution of their duties.
  • Ensure timely collection, safe storage and initial accurate analysis of project monitoring data sets for the existing projects.
  • Support the setup of an adequate monitoring and evaluation system applicable for the whole programme and for each and every assigned project according to general CARE MEAL strategy and project requirements; includes preparation of different data collection tools and application of different data collection methods as appropriate.
  • Ensure transparent, accurate and timely data collection for the purposes of needs assessments, baseline studies, ongoing project monitoring, post-intervention/ post-distribution monitoring and evaluation.
  • Ensure meaningful participation of women, men, boys and girls with and without disabilities, transparent information sharing, decision making and responsive feedback mechanism during the whole project cycle from assessment to monitoring and evaluation.
  • Develop own work plans including visits project locations as approved by the MEAL Advisor.
  • Monitor and evaluate overall progress on achievement of results and share analytical reports highlighting progress, identified gaps and provide timely recommendations to project managers through the MEAL Advisor.
  • In coordination with the Advisor, facilitate engendered recruitment of enumerators, induct them and monitor their work during data collection.
  • Ensure adherence with CARE policies, tools, handbooks and guidelines.
  • Collecting GPS and photographic data from the field.
  • Work with Project Managers and partner staff to ensure that gender and protection mainstreaming is present in all programming.
  • Maintain CARE’s complaints response mechanism through different channels, ensuring that accountability to beneficiaries and transparency as integral part of all CARE and its partners program interventions.
  • Tracking and updating the status of each case whilst ensuring timely follow-ups and feedback provision to beneficiaries in an effort to increase levels of beneficiary satisfaction.

Pressure of Work:

Pressures related to high targets, complex programming environment and necessity of high quality deliverables exist. Seasonality and other environmental conditions may at times affect work pressure and need to be mitigated.

Qualifications & Preferred Skills

Education/Training

Required

  • Bachelor Degree in Information Management, Information Technology, Computer Sciences or related field.

Desired

  • Qualifications in Monitoring and Evaluation.
  • Master’s Degree in Information Management.

Experience & Technical Skills

  • A minimum of 2 to 3 years of experience with INGO or NGO or UN agencies;
  • Fluency in Arabic & English languages.
  • Demonstrated experience with field surveys;
  • Experience of collecting data at community level
  • Reporting skills and Solid Excel skills;
  • Demonstrated experience in establishing and managing data bases;
  • Demonstrated experience working with data collection tools such as Excel, SPSS, KoBo or Akvo FLOW;
  • Demonstrated ability to work independently and within teams, demonstrating the highest standards of accountability;
  • Ability to handle confidential matters, meet deadlines and work under pressure;
