MEAL Officer
CMBM is an international humanitarian organization that works with health- and trauma-healing-related projects. CMBM responds to the world’s worst humanitarian crises, helping to restore mental health, safety, education, and economic wellbeing, and power to people devastated by conflict and disaster.
CMBM adheres to the main principles of humanitarianism and medical ethics, in particular the principles of impartiality.
CMBM services are multisectoral, including Health, protection and education sectors. CMBM focuses on Healing the Wounds of War program with the various ministries and NGOs since 2005 to develop their psychosocial well-being, improve the resiliency of victims of war, heal war scars, and helping the helpers.
CMBM, as an implementing partner with UNICEF, is currently seeking a MEAL Officer for the “Integrated child protection interventions for the most affected children and caregivers in the Gaza Strip” Project.

Job description:
Under the supervision of the Projects Manager, the MEAL officer is responsible for carrying out and developing, monitoring, evaluation, accountability and learning activities in CMBM. S/he will work in close cooperation with the CMBM team consisting of Projects Coordinators, Facilitators, HR, Finance and Operations teams. The MEAL Officer will be responsible for the following duties:
Monitoring and Evaluation
- Support Project Team in collecting, archiving, and monitoring data.
- Design valid data collection tools to collect and monitor data about the CMBM field activities.
- Create and maintain beneficiaries' records and database, and keep accurate records of data, activities and community/beneficiaries’ participation in monitoring activities.
- Ensure that data is collected and is recorded ethically.
- Coordinate all data collection, cleaning, reporting and validation of (qualitative and quantitative);
- Prepare monitoring visits plans and conduct regular visits to CMBM activities and develop the required field reports;
- Contribute to mid-term and final evaluations and all other activity related to MEAL such as developing ToR, supporting external evaluators, etc.
- Provide feedback and recommendations for timely improvement;
- Participate in the facilitation of the lessons learned sessions.
Accountability:
- Support the Projects Manager in developing the information materials for complaint and feedback mechanisms;
- Contribute to develop, with the support of the Program team, appropriate accountability strategies respectful of the local context;
- Keep complaints records confidential and only accessible to relevant staff according to the internal feedback mechanism guidelines;
- Support periodic reporting for the running projects, by collecting the required data from the project officers and coordinators, collecting and documenting success stories, and supporting evidence-based reporting about the CMBM projects.
Learning:
- Support Project Manager in training other team members on M & E tools as appropriate.
- Participate and/or facilitate internal and external project evaluations and learning exercises;
- Support internal improvement processes (theory of changes, Log Frames and strategies);
- Identify and document lessons learned, generate best practices in cooperation with Field Officers, Heads of Projects, and on request by the Projects Manager;
- Participate/facilitate in internal projects evaluations and learning reviews to support decision-making by collecting and documenting lessons learned.
Reporting
- Prepare regular monitoring reports including ongoing data analysis with status of implementation progress;
- Prepare clear data analysis reports including best practices and case studies;
- Support the Projects Manager in drafting assessment/survey reports;
- Participate in the preparation of Indicators & Beneficiaries Progress Reports and dashboards.
- Support in writing mid-term, final or other reports as required; including data collection, analysis and reporting, and identify areas for improvement.
Other tasks
- Prepare weekly work plan and reports and share them with the supervisor.
- Participate in the CMBM office team meetings.
- Perform any other duties related as may be assigned.
- Represent the organization in different cluster as needed
- Prepare presentation and reporting as needed

Qualifications and Experiences
- A Bachelor degree from an accredited university or its equivalent in business administration or related fields and equivalent work experience;
- Minimum 3 years’ experience relevant to monitoring and evaluation work and experience; two of them in INGO
- Experience in project’s proposal & report writings; planning; implementation, monitoring and evaluation.
Required Skills
- Fluent written and spoken English (essential);
- Very good communication skills and flexibility;
- Advanced Computer skills (Word, Excel, internet and e-mail);
- Strong interpersonal, organizational and supervisory skills;
- Commitment and to prioritize, sense of responsibilities and coordination skills.
