MEAL Officer
Médecins du Monde (MDM) France is an International Medical Organization, which has been present in the Palestinian Territories since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Gaza and Nablus.
MDM is currently looking for qualified candidates to fill the position of :
Monitoring, Evaluation, Accountability and Learning Officer (M.E.A.L Officer), Gaza Base (1 Position)
Starting date: as soon as possible
Type: Full Time Contract
Location: Dair Albalah

Main objectives:
Responsible for the implementation of the Monitoring, Evaluation, Accountability and Learning (M.E.A.L) framework for the MdM projects and contributing to the design and implementation of related core M&E research
Tasks and responsibilities
1.PROGRAMMING , MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL)
- Support in the design, update, implementation and follow-up of Monitoring and Evaluation plans and Sources of Verification (SoV).
- Ensure Quantitative and Qualitative data collection using MdM monitoring and evaluation tools (Monitool), and ensure the data is archived in a systematicand confidential way.
- Support MdM and Local partner medical and mental health teams to implement the necessary tools and follow-up systems for data collection and monitoring of activities and project indicators in collaboration with technical leads
- When possible c onduct regular monitoring visits and share findings and analysis with the relevant colleagues.

REPORTING, FOLLOW UP AND MONITORING:
- Contribute to the development of timely high-quality reports for donors in collaboration with Field coordinator, technical leads and local partner’s managers and ensure quality timely submission of reports to the country coordination team.
- Work closely with the technical program management team of MdM and local partners to ensure data collection, analysis and management procedures are in line with the MEAL framework, in order to prepare data for reporting requirements in timely manner.
- Contribute to the regular internal/external program progress reports and tracking against key indicators including the provision of infographic fact sheets, technical SITREPsetc Generating summaries for database analysis when required (graphs, tables, reports)

OTHERS:
- Maintain good socio-professional relationships with national and international partners.
- Attend team meetings and to give qualitative input.
- If necessary, prepare emergency plans with the MDM-F team to adjust MDM-F activities and medical resources to the needs.
- Take part in advocacy and communication activities under the supervision of his/her supervisor.
- Perform other additional duties on request of the Field Coordinator, thematic managers or Medical Coordinator.

Requirements
- Degree in data science, statistics, social science, engineering, or any other related field.
- At least two years’ experience in quantitative and qualitative data collection including survey design, implementation and analysis.
- At least two years’ experience in working in INGO’s, NGO’s or related fields such as public health sector
- Demonstrated skill in training and MEAL capacity building of field staff.
- Good command of Microsoft Office, particularly Excel, Power BI, and Kobo ToolBox.
- Ability to seek, collect, clean and critically analyze data and information needed to achieve the tasks.
- Competence in statistics software packages as EPI-info and SPSS or familiarity with code languages as R or Python will be an asset.
- Competence in Geographic Information Systems will be an asset.
- Experience in epidemiology, public health, health information management will be an asset.Willingness to travel regularly to the filed according to the requirements of the job when conditions and security permit under the direction of the Field Coordinator
- Professional proficiency in Arabic and English is mandatory.
