MEAL Officer
Terre des hommes - Lausanne (Tdh) is a leading Swiss child relief agency with a strong global mandate in restorative juvenile justice, boasting over 40 years of experience in Palestine. Tdh is a well-recognized actor in Palestine, having established a long and fruitful collaboration with justice stakeholders and national institutions in the areas of policy, capacity building, and specialized service provision.
The MEAL Officer will play a critical role in maintaining the consistency and quality of MEAL strategies and activities across Tdh’s projects. This position requires ensuring that the MEAL system is effectively implemented and integrated with project teams. Specifically:
The MEAL Oficer will ensure the application of the Tdh Quality and Accountability standards and MEAL systems across all ongoing and new projects in Jerusalem and the West Bank, Palestine.
She/he will lead capacity-building efforts for program and project teams, as well as partners, on MEAL topics, enhancing their understanding and application of MEAL practices.
She/he will support and promote an organizational culture that values discussion, critical thinking, collective learning, and teamwork.
Technical support
Identification
·Supports the project team in conducting needs assessments for new projects and programs. Ensures the development of research frameworks and instruments, data gathering, timely analysis, and dissemination. Contributes to the updating of context analysis.
Design
·Supports in conducting pre-action learning events that reflect on key lessons from similar previous projects and programming (based on previous evaluations, capitalization processes, monitoring, and management decisions).
·Develops problem tree analysis, Theory of change, logframes, indicator, and MEAL narratives for new project designs.
·Creates the project-level M&E plan/matrix, indicator tracking table, and supports the establishment of the detailed work plan (including MEAL deliverables and timelines). Orients all project staff and management on these tools.
·Supports the program team in assessing partner capacities, particularly focused on MEAL aspects. Develops capacity-building plans and supports the development of partner organization competencies and systems on MEAL in alignment with Tdh HQ guidelines.
Monitoring (during implementation)
·Assists the project team in developing a project profile and intervention selection criteria in simple language that is understandable by partners and beneficiaries, ensuring this information is shared throughout the project lifecycle.
·Ensures project baselines are conducted according to donor regulations and Tdh M&E minimum standards.
·Implements the project M&E plan in the PFU, tracks progress of indicators and activities throughout the project, and supports the program team with tools and capacity building to monitor and report on implementation (activity and output level).
·Develops project-associated MEAL tools and guidelines for partner use, ensuring that relevant partner staff are trained and coached on these materials throughout the project lifecycle.
·Monitors program quality independently of the program team, with the support of the technical team, using methods and instruments such as quality checklists, process monitoring, post-implementation monitoring, and KAP.
·Conducts regular field visits to Tdh and partner programming locations to verify implementation, perform data quality audits, meet beneficiaries, and obtain their feedback.
·Applies mobile data collection instruments where applicable, and supports the program team in developing databases and simple information management processes to track and report implementation.
·Ensures that data needed for Activity Info reporting, donor reporting, project reviews, and evaluations is available in a complete, accurate, and timely manner.
· Ensures Complaints Feedback and Response Mechanisms (CFRM) are established; beneficiaries and staff are informed about the process; and complaints are responded to in a timely and appropriate manner in coordination with the programs.
Learning & Reflections
·Contributes to periodical project-level reflection meetings and writes digestible reflection and lessons learned reports.
Closeout
·Ensures project end-lines and evaluations are conducted on time, in coordination with the program team.
·Ensures all MEAL data, reports, and records are clearly organized and archived in a central location for future reference by the delegation and donors.
Ethics
·Ensures ethical principles related to Core Humanitarian Standards are respected in all MEAL processes and programs.
·Mainstreams gender equality, fairness, and “do no harm” principles, as well as data protection protocols throughout all programming processes.
· Ensures that any violations of the code of conduct, safeguarding policy, staff mismanagement, corruption, or exploitation observed in the program, with partners, or within Tdh offices are escalated to management immediately.
Security and child safety
- Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.

Qualification:
- A bachelor’s degree in a relevant field such as social sciences, international development, statistics, or economics
- Language: Excellent oral and writing skills in English, Arabic.
Previous experience:
- At least 3 years of experience in monitoring and evaluation, preferably in a humanitarian context.
Knowledge and skills:
- In-depth knowledge of concepts, processes and tools related to project cycle management, with proven experience in leading participatory processes.
- Demonstrated experience in designing, planning, and implementing MEAL initiatives, including needs assessments, theory of change development, planning, monitoring, evaluation, lessons learned capitalization, community participation, communication, and information management.
- Strong awareness and knowledge of ethical issues related to project management, including gender equality, fairness, and the principle of “do no harm”.
- Knowledge of and professional experience in the field of children’s rights, particularly in child protection, and SGBV, and MHPSS within the humanitarian aid and development context.
- Ability and willingness to travel regularly to field operational areas.
- Very good understanding of accountability systems related to affected populations.
