MEAL Officer
Project Title: Support conflict-affected IDPs in Gaza to access emergency shelter combined with cash for Basic needs and MHPSS

Background
This project will continue to support IDP households to access dignified emergency shelters and other basic needs and rebuild their psychosocial resilience as individuals and families. The project will be implemented by HEKS/EPER in partnership with two local partners namely MAAN Development partner and Palestinian Working Women Society for Development.
The Palestinian Working Woman Society for Development (PWWSD) is a feminist, non-governmental organization that seeks to achieve gender equality and combat all forms of discrimination and gender-based violence. PWWSD is committed to facilitating women's access to justice and contributing to the development process through providing psychological, social, and legal support to women. The organization works to empower women, encouraging their participation in the political, economic, and social fields, as well as their role in the national struggle to end the occupation. PWWSD’s mission is deeply rooted in promoting the rights and well-being of women and girls in Palestine, especially those in conflict-affected areas.
Objectives
The MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer will be responsible for:
- Developing and implementing a comprehensive MEAL framework for the project.
- Ensuring systematic data collection, analysis, and reporting.
- Facilitating accountability mechanisms for stakeholders and beneficiaries.
- Promoting learning and adaptive management within the project.
- Providing technical support and capacity building to project staff on MEAL-related activities.
Scope of Work
The MEAL officer will:
- Develop MEAL Framework: Design and implement a MEAL framework that includes clear indicators, methodologies, and tools for monitoring and evaluating project activities and outcomes.
- Data Collection and Analysis: Oversee the systematic collection, analysis, and interpretation of data to measure project performance. Ensure data quality and integrity through regular verification and validation processes.
- Reporting: Prepare and disseminate regular reports on project progress, including monthly, quarterly, and final reports. Ensure that reports are accurate, comprehensive, and timely.
- Accountability Mechanisms: Establish and maintain accountability mechanisms to ensure that stakeholders and beneficiaries can provide feedback and voice concerns. This includes setting up feedback channels and responding to feedback in a timely manner.
- Promote Learning: Facilitate learning and knowledge sharing within the project team and among stakeholders. Organize learning events, workshops, and sessions to discuss findings, lessons learned, and best practices.
- Capacity Building: Provide training and support to project staff on MEAL-related activities, including data collection, analysis, and reporting. Ensure that staff have the necessary skills and knowledge to implement MEAL activities effectively.

- A comprehensive MEAL framework and plan for the project.
- Monthly, quarterly, and final reports on project progress and outcomes.
- Data collection tools and methodologies.
- Documentation of lessons learned and best practices.
- Reports on accountability mechanisms and feedback received.
- Training materials and records of capacity-building sessions.

- A degree in social sciences, development studies, statistics, or a related field.
- At least 3 years of experience in monitoring and evaluation, preferably in conflict-affected areas.
- Strong understanding of MEAL principles and practices.
- Excellent analytical and report-writing skills.
- Experience in facilitating learning and knowledge sharing.
- Fluency in Arabic and English.
