MEAL Officer

The MEAL Officer will support CARE’s humanitarian, nexus, and development projects in the West Bank. The officer will play a key role in ensuring project accountability to communities, donors, and partners, while contributing to CARE’s broader mission of serving the most vulnerable communities and empowering civil society. The MEAL Officer will be responsible for developing M&E plans, overseeing monitoring activities, conducting field visits, and ensuring high-quality data collection and reporting. This includes baseline and endline assessments, post-distribution monitoring, satisfaction surveys, data analysis, and reporting against CARE’s country office strategy indicators and global indicators. The MEAL Officer will cooperate with the MEAL team to support data collection and reporting in the Project and Program Information and Impact Reporting System (PIIRS), collaborate closely with the accountability assistant to strengthen feedback and accountability mechanisms, and contribute to learning and adaptive management processes. The MEAL Officer will report to the MEAL Specialist and work under the guidance of the Director of Development Projects while engaging closely with project managers, MEAL team, and business development team to ensure effective implementation of MEAL activities and contribute to overall program quality.

Responsibilities:

Job Responsibility 1: Monitoring & Evaluation Planning and Implementation. (40%)

  • Develop and implement M&E plans in coordination with project managers, MEAL Specialist, and Director of Development Programs.
  • Review the current M&E plans and results framework developed for the projects in addition to the assumptions, analysis, and calculations, and suggest needed modifications.
  • Support in the facilitation of the project M&E external and internal tasks and assignments (needs assessments, baseline, midline, end-line, PDMs, etc.),
  • Oversee baseline assessment, midterm reviews, final evaluation, endline surveys, ensuring data accuracy and quality
  • Follow up on the implementation of the MEAL framework with implementing partners using the proposed approaches, tools and methods, and ensuring that supporting documents and evidence for each milestone are provided as per the CARE and donors' requirements.
  • Provide regular monitoring to partners and field staff to ensure that they are incorporating CARE’s programming principles, program quality standards, advancing women and girls approaches in all activities relating to the humanitarian, nexus, or development programs.
  • Ensure alignment with CARE’s MEAL standards, donor requirements, and strategic priorities.

Job Responsibility 2: Field Monitoring, Data Gathering & Analysis, and Reporting. (30%)

  • Work with implementing partners to establish monitoring and data collection methods for activities using the project MEAL framework.
  • Support and facilitate the development of data collection tools in a sensitive manner consolidating the implementing partners’ inputs
  • Conduct regular field visits to the partners, beneficiaries, and projects sites to offer needed technical support to the partners and the field staff, and to monitor the projects’ activities
  • In coordination with the project team and CARE partners, collect and analyze data for activities & initiatives implemented by CARE and its partners.
  • Track progress on project indicators and implementation milestones.
  • Work with partners to ensure routine data collection and reporting.
  • Conduct participatory assessments with communities and stakeholders
  • Undertake data entry and compilation of the data collected and provided by different implementing partners into collective database, trackers, and sheets.
  • Suggest methods/tools to improve data management and/ or presentation.
  • Support the analysis, sense-making and validation of data to ensure the quality and accuracy of information collected, while effectively tracking the progress of project outputs, and indicators.
  • Support partners to provide regular reports documenting progress on activities and actions.
  • Support the project team in the preparation of narrative reports such as (quarterly progress reports, semiannual and annual reports, results reports. etc. and other reporting requirements.
  • Assist in updating project info graphs, fact sheets including results and outcomes, and communication materials related to the project (Results PPT, etc.)
  • Support the project team and partners in updating and developing projects archiving and documentation systems and complying with documentation and reporting requirements.
  • Work closely with the MEAL Specialist to provide data inputs for the country office strategy indicators and CARE global indicators

Job Responsibility 3: Learning and Accountability (15%)

  • Work with CARE team, partners, and communities to reflect and identify lessons learned, document and share them regularly with project manager.
  • Assist in conducting reflection exercise with relevant actors (partners, stakeholders and beneficiaries, etc.) in order to capture lessons learned, evidence, and validate approaches used
  • Identify, document, and share lessons learned and best practices.
  • Work closely with the MEAL Specialist and Accountability & Safeguarding Officer in the effective and transparent implementation of FAM mechanisms, CARE’s accountability systems, principles and practices within the project according to CARE’s and Donors standards.
  • Support after-action reviews to assess project performance and identify key lessons learned.
  • Facilitate learning sessions and reflection meetings with project teams and partners.
  • Support the development of case studies, advocacy materials, and learning documents

Job Responsibility 4: Support Country Office needs for MEAL. (10%)

  • Work closely with the MEAL Specialist and CARE team to consolidate M&E data and learning from projects being implemented into the Impact, Learning, and Reporting Systems
  • Assist MEAL Specialist and project managers in Projects Information and Impact Reporting System and other systems as applicable and integrate into CARE’s global platforms.
  • Support the implementation of the country office’s MEAL framework and learning systems.
  • Provide technical support for assessments, evaluations, and knowledge management efforts.
  • Support the MEAL Specialist, Director of Development Programs in the implementation of the Program Quality, Accountability frameworks for CARE Palestine WBG
  • Support the MEAL Specialist in integrating CARE Palestine WBG achievements and MEAL assessments on CARE global platforms and reporting
  • Support the MEAL Specialist in capturing reach and impact on beneficiaries by integrating CARE’s standards and approaches in the MEAL assessments, evaluations, and research.
  • Support program development, including business development efforts under the guidance of the Head of Business Development Manager including participating in design workshops, developing log frames, concept notes, and supporting proposal development.

Job Responsibility #5: Perform other duties to support M&E team as assigned by supervisor. (5%)

Qualifications & Preferred Skills

Education/Training

Required

  • Bachelor’s degree in a relevant field (Management, Humanitarian and Economic Development, Business Administration, Public Administration, Social Science, Developmental Studies, in-depth studies) or combination of relevant education and work experience with an emphasis on economic development and/or empowerment  

Desired

  • Training in participatory community development tools and methods.
  • Advancing women and girls approaches,
  • Training in humanitarian principles, humanitarian, nexus, development programing.
  • Training in reporting and M&E

Experience & Technical Skills

Required

  • A minimum of 5 years’ experience in Monitoring & Evaluation.
  • In depth knowledge of emergency responses, humanitarian, nexus, and development programs and approaches
  • Experience in data collection and/or monitoring, analysis, and evaluation. In addition to experience in working and monitoring dynamic systems
  • Experience with participatory community development tools and methods.
  • Proven track record working collaboratively with communities, private sector, local NGO partners, and government officials.
  • Ability to showcase and demonstrate his/ her knowledge and experience relating to humanitarian principles and gender mainstreaming.
  • Research, evaluation and/or preparing analytical work
  • Excellent interpersonal and communications skills
  • Outstanding organizational skills
  • Excellent documentation skills in English language
  • Knowledge of NGOs and CBOs structures
  • Computer literacy in word processing, spreadsheets, databases
  • Basic research skills
  • Written and oral English and Arabic language skills
