Media and Communication Consultant
1. Context
In the occupied Palestinian territory (oPt), a deep-rooted crisis persists, characterized by long-term Israeli military occupation, disregard for international laws, internal divisions, and frequent escalations of violence. The situation worsened after October 7, 2023, with the Israeli government's war declaration on Gaza, leading to substantial casualties, massive displacement, and a dire humanitarian crisis.
The "total siege" imposed has led to a critical shortage of essential services and resources. Despite the forced migration of about 1.1 million people from northern to southern Gaza, the area remains heavily bombarded, creating a continuous state of insecurity.
This crisis has triggered an imminent public health catastrophe in Gaza, as essential infrastructure is severely damaged, hindering access to medical services. The population, including health workers and first responders, is experiencing elevated levels of stress, anxiety, and other mental health disorders, aggravating the humanitarian and social impact of the conflict. At the same time, this situation, which exacerbates the ongoing crisis, increases its impact on the Palestinian population in the West Bank.
In this context, the implementation of an informational campaign for the promotion of health, mental health and psychosocial support (MHPSS), protection, and safeguarding is critically important. Such a campaign can have a transformative impact on various levels:
- Provides vital information on health, protection, and safety measures to the affected populations in Gaza and the West Bank.
- Increase awareness and understanding of health issues, preventive measures, and healthy behaviors. Disseminate accurate health information to combat misinformation.
- Raises awareness about available mental health and psychosocial support services, helping to reduce stigma and encouraging individuals to seek assistance and to integrate positive coping mechanisms.
- Offers critical guidelines and resources to health workers and protection actors, including teachers, enabling them to better manage their mental health and support others.
- Facilitates knowledge sharing on coping mechanisms and self-care strategies, essential in such high-stress environments.
- Strengthens community resilience by disseminating information on how to handle adverse experiences and maintain social cohesion.
- Encourages community-led initiatives and peer support networks, fostering a sense of solidarity and mutual aid.
- Increases the visibility of available services, ensuring that those in need know where and how to access support.
- Highlights the importance of safeguarding vulnerable populations, particularly children, women, and persons with disabilities.
2. Objective of the consultancy / Contracted services
Produce communicative content in various media - graphic, audiovisual, audio - for the media and social networks to help disseminate health promotion, mental health, protection, and safeguarding key messages. Support audiovisual documentation of the impact of the Doctor of the Word activities carried out in West Bank.
3. Time of contract
3 months with the possibility of an extension depending on the availability of funds.
4. Main responsibilities
- Design a strategic plan for information and awareness campaigns on different platforms.
- Ensure content is culturally sensitive and appropriate to the context of Gaza and the West Bank.
- With the support of the technical, program coordinators, and other relevant departments, create engaging and educational visual materials for different platforms, including social media and print media, about health promotion, MHPSS, protection, and safeguarding.
- Ensure visual and message consistency across all campaigns.
- Manage and update social networks with relevant and timely content.
- Coordinate with local radio and print media for dissemination of campaigns.
- Support in the collection of testimonies in the West Bank, ensuring protection and respect for the dignity of the participants.
- Develop materials that incorporate these testimonies ethically and effectively.
- With the support of the program and technical coordinators, establish monitoring and evaluation indicators to measure the impact of the campaigns.
- Develop regular reports on the progress and results of the campaigns.
- Ensure the contents and the dissemination respects MDM communications policies and guidelines

5. Profile
- A degree in Communications, Journalism, Public Relations, Marketing, or a related field.
- Proven experience and skills in social media management and graphic design.
- Strong skills in digital content creation, including graphic design, video editing, and social media management.
- Knowledge of recording and post-production of audiovisuals
- Proficiency in analytics tools and platforms to measure campaign performance.
- In-depth knowledge of the situation in Gaza and the West Bank.
- Excellent oral and written communication skills in Arabic.
- Good oral and written communication skills in English.
- Ability to translate complex concepts into accessible messages for diverse audiences.
- Strong adherence to ethical principles in communications, especially in sensitive contexts.
- Respect for the privacy and dignity of individuals, especially when dealing with vulnerable populations and sensitive topics.
- Commitment to unbiased and factual reporting.
- Knowledge and adherence to humanitarian principles.
- Culturally sensitive and to issues related to gender and disability.
- Ability to adhere to MdM's mission, values, and principles, as well as to the organization's codes of conduct, PSEA and safeguards.
- Ability to follow and adapt to the organization's communication policies.
6. Communication and reporting channels
The consultant will work in close collaboration with and will report to:
- Programme Coordinator: Programmatic aspects of the consultancy
- MHPSS coordinator: Technical aspects of the consultancy
- International communication department in HQ: Institutional communications issues
The products of the consultancy will be delivered to these persons/departments
7. Place of work
The person hired will be able to perform most of his or her duties and responsibilities remotely. However, he/she will need to have the means and availability to hold agreed-upon face-to-face meetings at MdM's offices in Jericho or Bir Zeit. In addition, for the activity related to the collection of testimonies, the person will be required to accompany the MdM team to field visits in Jericho and Ramallah Governorate.
