Oxfam has been present in the Occupied Palestinian Territory and Israel (OPTI) since the 1950s, and established country office in the 1980s. We work with the most vulnerable Communities in the occupied Palestinian Territory.
Oxfam is looking for a Media and Communication Officer 28 hours per week (70%) 1 year contract (renewable) Estimated starting date: January 2016 Based in Jerusalem Job purpose To manage the delivery of high quality media coverage of Oxfams project in East Jerusalem, and to oversee communications strategies to ensure broader internal and external understanding of the work being done under the project. Background Oxfam in Occupied Palestinian Territory together with four Palestinian Organizations (Palestinian Agricultural Development Association (PARC), Palestinian Medical Relief Society (PMRS), Womens Centre for Legal Aid and Counselling (WCLAC), and the Palestinian Counselling Centre (PCC)) will start implementing a three year consortium project called Wujood. The project aims at promoting the active participation of Palestinian communities and civil society in the Old City, Silwan, Al Tur, Esawiyyeh and Sur Baher to access and protect their social, legal and economic rights. The project will be funded by the EU.
Oxfam will pilot in the project using edutainment

- combination of education and entertainment) as a strategy to change attitudes and behaviours at the community level with a focus on youth identity (young men and women).

The Role The media and communication officer, will
develop and implement media and communication strategies for the Wujood project and lead on the edutainment component of the project.
She/he will have expert knowledge and experience of researching and using stories to deliver creative ideas to communicate Oxfams and the consortiums message.

Main tasks: In coordination with the East Jerusalem Programme officer and the Oxfam media lead for the OPT and Israel, the media and communication officer will be responsible for:
-Developing, and implementing a three-year media and communication plan for the project together with the consortium partners.
-Closely coordinate work on the edutainment activities of the project with the programme officer, project partners, consultants and a Production Company.
-Coordinating all work on a TV series focusing on youth identity in East Jerusalem.
-Documenting the project, including regular analytical reports, case studies, brochures, fact sheets and other communication materials relevant to East Jerusalem work. Writing press releases, media briefs and short videos that gain national and international coverage.
-Ensuring that Oxfams social media channels are aware of the project, and with the Media lead, write posts for the OPTI Facebook page.
-Ensuring all project media and communication products are in line with Oxfams signoff and branding procedures; and the European Union visibility and communication guidelines.
-Contribute to quarterly and annual reporting on the project, as needed in full coordination with the Programme Officer.

Skill and competences:

 E Essential D Desirable Completed a University degree in political science, journalism, human rights, or development
- advanced degree is an advantage.
-4 years proven work experience in media, communications, or a related field.
- Previous experience or familiarity in working on EU visibility and communication is an advantage.
- Proven experience in the use of traditional and new and social media outlets (locally, regionally and internationally).
- Experience of producing high quality written and audio-visual materials, including experience in using relevant editing software.
- Demonstrated several years of relevant working experience on key issues in the Israeli-Palestinian conflict and East Jerusalem in specific and a good understanding of international development issues.
- Excellent communication skills (writing and speaking) in Arabic and English.
- Strong interpersonal and coordination skills, ability to work in a team.
- Ability to think creatively.
- Results-oriented and strong analytical skills.
- Excellent networking and negotiation skills.
- Knowledge of international law and human rights issues would be an asset.
- Good understanding of gender mainstreaming in media work.
- Risk management skills.
- We offer The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package acceptable to our donor.
Indicative salary range: 88,416 132,624.10 gross per annum for a 70% position.
