PROPOSAL FOR ENGAGING A CONSULTANT TO ASSESS AND TRAIN THE PERSONNEL OF PUBLIC RELATIONS DIVISION IN STATE AUDIT AND ADMINISTRATIVE CONTROL BUREAU FOR DELIVERING EFFECTIVE OUTREACH PROGRAMMES TO ALL STAKEHOLDERS.
Objectives:
The SAACB media strategy should path light awareness on public expenditure, public audit, public assets, public debt, new initiatives of SAACB, plans and performance of SAACB etc It will be an inclusive strategy to help different segments of the society such as students, professionals, bureaucrats, house wives and civil society to understand and appreciate the role played by SAACB in governance and interact with the bureau. The measures to promote a better understanding of public policy, governance and performance would be a mix and match of educative tools such as brochures, booklets, articles, reports, talks, seminars, press briefs and press conferences, there will be periodical radio/TV talks, conferences with professional entities, and seminars with stake holders. The media and public relations strategy will ensure public outreach in multi locations in the SoP to cater to all segments of citizenry without any sectarian or segmental interests:
TASKS:
-The Consultant will review the existing communications plan and resources and identify the gaps
-The consultant will deliver for approval draft communications/outreach strategy in the first three days.
-Render training on the basis of approved gaps, to the personnel in the Public Relations Division to build capacity in the various traditional media and new social media for about ten days.
-Design and Introduce during training, illustrative sample brochures, leaflets, letters, speeches, games and mini reports relevant to SAACB ,for adoption and
-Render coaching on monitoring and evaluation mechanisms in the next two days to assess the efficacy of the newly introduced processes and samples of communication.
DELIVERABLES:
-A Gap Analysis on the Communication Plan and Strategy of the Public Relations Division of the SAACB and obtain approval
-A Communication Plan and Strategy to address the identified gaps, as stated above
-Training for 10 days to enhance the capacity of the personnel of PR Division on the mutually identified gaps so as to enhance the capacity of the staff in the traditional and new social media
-Render interesting training illustrative sample brochures, leaflets, letters, speeches, games and mini reports relevant to SAACB ,for adoption and
-Coach for two days to enable monitoring and evaluation of the newly introduced processes and samples
