Long Term Media Coordinator Expert

BACKGROUND:
The Palestinian National Institute for NGOs (PNIN) established in the year 2004, and it is representing a voluntary complex for the non- governmental organizations; of various types and competences in the state of Palestine.
It includes around 320 non- governmental institutions from all of the Palestinian districts, and it is seeking to build up and develop them in order to set up for the implementation of social justice and the respect of the dignity of the Palestinian citizen, and to ensure his or her democratic participation in managing general public affairs, towards a civil society that based on democracy.
PNIN indicates a natural extension of the Palestinian community' committed efforts to achieve its national goal of declaring the National State of Palestine; with its ever-lasting capital, Jerusalem.
So, this emphasizes the popular vision of building up national institutions, which are very essential core elements in the process of constructing a civil community.
INTORDUCTION:
Palestinian civil society historically played a vital role in service delivery to the public. Despite its significance in a period of occupation rule, their level of coordination was constrained by a number of internal and external factors. With the establishment of the Palestinian Authority, service delivery has been increasingly shifting to governmental institutions while a new space emerged for Palestinian civil society in governance and public policy setting. However, civil society capacity in policy dialogue and policy monitoring remains weak, especially in light of deficient coordination between CSOs.
The Palestinian Non Governmental Organizations Network (PNGO) In partnership with , Palestinian National Institute for NGOs (PNIN), Union for Charitable Societies – Jerusalem (UCS) and the Palestinian General Union of Charitable Societies, Is Implementing its joint EU funded Programme: “Palestinian Civil Society Platforms: A Vehicle for Grassroots Civil Society Development and Policy Influence”.
The aim of the programmme to promote the role of Palestinian civil society organizations in national dialogue, public policies, and regional networking on civil society matters. Implemented by a strategic consortium of the existing Palestinian civil society umbrella networks, the programme builds on the achievements, lessons learned, and internal and external coordination structures established by the previous project funded by the EU to the same consortium in the years 2014-2016. The programme heavily draws on the Civil Society index, strategic plans of the CS networks, and the external evaluation conducted in the previous project. The specific objective of the proposed action is to enhance a more coordinated role of civil society platforms to better represent their members, build their capacity, and activate their role in policy influence over issues of civil society concern. The duration of the programme is 3 years from 1st January 2018 to 31st December 2020.
One of the activities of the programme to Set up and activate a coordinated media platform between CSO networks to produce regular communication material. CS platforms agreed the need to improve their media and communication potential to ensure that they more effectively communicate with their members, but more importantly that they are able to have better media outreach to issues affecting their CSO members. Embedded media outreach in each of the CS platforms will enable them to provide their CSO members with essential services such as issuing press releases, sponsoring media spots, offering them digital coverage, and provide technical consultations on media and communication material.
OBJECTIVE OF THE ASSIGNMENT
The Media Expert in Platforms project will be responsible to lead overall Media and communication related tasks in the platform and to:
-Setting up or activate a media unit in Platform that produces regular communication material and offers media outreach
-Set up and activate a coordinated media platform between CSO networks to produce regular communication material(Literature, brochures, newsletters, Press releases: Press events, Websites, Advertisements/PSA’s/Video/Radio, Signage (permanent or temporary), Newsletter articles, Email , Messages, Social media (blogs, Facebook, Twitter) and Message boards)
-To produce all advocacy, media, and communication material under the project, rather than commissioning them to outsourced suppliers.
-Develop a social media strategy to increase visibility, membership and traffic across the platforms knowledge, particularly the Civil Society Hub and action plan to guide its implementation.
SPECIFIC DUTIES AND RESPONSIBILITIES
The Specific Responsibilities He/she shall assist the programme Manager and the project officer, for the following:
-Serve as the focal point for all media related issues concerning PNIN.
-Monitor, evaluate, anticipate and respond proactively where it is deemed necessary, to all relevant news, information and forum discussion, concerning PNIN
-Setup the Media Unit
-Implement media and communications strategies for PNIN , and activities which will depict PNIN in a positive light
-Facilitate the needs of the media by ensuring the authenticity and reliability of all media representatives seeking access to or statements from PNIN
-Facilitate a smooth flow of information between PNIN and the mass media- both national and international
-Disseminate news and information of public interest arising from PNIN
-Develop press kits and organize press conferences
-Arrange media coverage for important PNIN events
-Co-ordinate PNIN special events.
-Promote PNIN through Branding efforts
-Strengthen communication channels between PNIN and other Networks and civil society such as the cabinet, judiciary, parliament, the civil service and the civil society
-Responsible for the production of all publications related to PNIN (reports, brochure, flyers and banners)
-Document and Archive, in all possible media formats public functions/events of PNIN
-Content management for PNIN website.
-Maintain communication files and pictures.
-Assist in the creation of the scripts and production of audiovisual materials, overseeing the qualitative aspects of production and its accordance & perform such other assignments, as required by the management.
5.DELIVERABLES:
-Setup the Media Unit
-Develop Social media strategy. Implementation of the strategy leading to increased usage of developed knowledge systems.
-Produce regular communication material(Literature, brochures, newsletters, Press releases: Press events, Websites, Advertisements/PSA’s/Video/Radio, Signage (permanent or temporary), Newsletter articles, Email , Messages, Social media (blogs, Facebook, Twitter) and Message boards).

Education & Experience Criteria He/she must/should have:
-Education: Bachelor’s Degree in communications, journalism, public relations or a related field.
-At least two years of similar work experience is required. Candidate should be able to work independently – with minimum supervision and guidance from supervisors. Demonstrated and extensive
-Social media experience is an added advantage Person Specifications & Attributes Additionally, he/she must have: Strong in English language – written and presentation skills.
-Knowledge in Palestinian Civil society and Human Rights;
-Good in Microsoft application, such as Word, Excel, PowerPoint etc.
-High Integrity/ethics, and the ability to meet the deadlines
DURATION OF THE ASSIGMENT
The media coordinator expected to work three days per month for the duration of the project (3 years)
