Global Communities is hiring a Monitoring, Evaluation & Learning (MEL) Coordinator for the USAID West Bank/Gaza Pioneers-Raedat Activity. This five-year $35M program is intended to leverage women's potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practices (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women's inclusion in activities outside the home, build the capacity and confidence of individual women by engaging institutions of higher education and civil society, develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women's issues, including gender-based violence (GBV)
Position Summary:
The MEL-Coordinator will support the effective implementation of the MEL strategy for the Pioneers-Raedat Activity in Gaza. Under the guidance of the Senior MEL Officer and supervised by the Knowledge Management and Reporting Director, the MEL Coordinator will play a critical role in data collection, management, and analysis to ensure compliance with USAID requirements. The coordinator will also work closely with partners to develop MEL plans and handle data collection for activities implemented under the project. This position will involve utilizing the COMMCARE system for data management and actively contributing to the internal learning agenda by identifying challenges and lessons learned.
Key Responsibilities:
Data Collection and Management:
- Follow up on data collection and cleaning with partners, ensuring accuracy and timeliness.
- Utilize the COMMCARE system for data collection and management of directly implemented activities.
- Assist in gathering means of verification in compliance with the Data Protection Policy and archiving systems.
MEL Planning and Development:
- Collaborate with the MEL team to develop partners' MEL plans.
- Contribute to the design and development of data collection tools, ensuring timely and valid data meeting USAID's requirements.
Data Quality and Analysis:
- Assist in ensuring the accuracy of monitoring data by supervising the data collection process.
- Conduct data quality assessments as per USAID guidelines.
- Facilitate training sessions to enhance the capacity of staff and partners in utilizing data collection tools, data cleaning, analysis, and reporting.
Learning and Adaptation:
- Directly highlight any challenges and lessons learned to the Knowledge Management and Reporting Department team to incorporate into the internal learning agenda.
- Assist in applying the CLA (Collaborating, Learning, and Adapting) approach to design adaptable MEL processes based on evidence for informed decision-making.
- Co-facilitate and assist in organizing pause-and-reflect events, preparing reports, or conducting data analysis for CLA.
Training and Capacity Building:
- Support field workers at partners by training them to use data collection tools and the COMMCARE system.
- Attend regular meetings with the MEL team within the Knowledge Management Department to ensure coordination and alignment with project goals.

Qualifications:
- Bachelor’s degree in a related discipline (statistics, software engineering, computer science, business administration, economics, or related field).
- A minimum of 3 years of relevant experience in designing and implementing monitoring and evaluation systems.
- Strong knowledge of USAID MEL requirements and data quality standards.
- A good understanding of qualitative and quantitative data collection, validation, analysis, and visualization methods, and database development/management.
- Familiarity with PowerBI and COMMCARE platforms for data collection and visualization is preferred.
- Familiarity with designing online and offline data collection and analysis.
- Knowledge of USAID contract rules and regulations, specifically MEL requirements, is an added advantage.
- Keen attention to detail for ensuring data accuracy.
- Proficiency in both spoken and written English and Arabic is required.
- Excellent analytical skills with the ability to interpret data and produce insightful reports.
- Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
- Ability to work independently and as part of a team, with a proactive and solution-oriented approach.
