Role and responsibilities
The roles and responsibilities of the Monitoring, Evaluation and Learning (MEL) Coordinator is to implement monitoring, evaluation and learning activities according to the Country Office MEL unit’s action plan and identified priorities. This position will primarily focus on MEL information management and provide support on ensuring accuracy and quality of data, data extraction, visualization through building dashboards, and build the information management capacity of programme and MEL staff across the Country and Area Offices. The role will also oversee and contribute towards data validation and review of means of verification on a rolling basis, supporting the programme teams in data analysis, presentation, and support to the CO’s learning process.

Specific responsibilities
- Provide technical oversight and supervision of a strong MEL information management systems and processes throughout the project cycle from the design, implementation to close-out, and learning, in collaboration with MEL Manager.
- Provide technical support in MEL database management that will allow for a timely and quality analysis, reporting (internal and external), and visualization through Power BI dashboards.
- Develop and manage project monitoring information systems to ensure efficient and effective collection, entry, analysis, and amalgamation of project data (both quantitative and qualitative) and proper reporting of project outcomes.
- Lead the IM task force, which is an internal initiative that is included within the MEL strategic pillars. The MEL IM Coordinator will lead this group through provision of technical support to IM focal points in each core competency, harmonizing approaches to unify data presentation.
- Compile and consolidate projects data into NRC’s Global Output and Outcome Reporting System (GORS) and conduct regular data quality checks – through validation of the means of verifications – and ensure the reliability and cleanliness of the data.
- Support mobile data collection designs, utilization, analysis, data entry and reporting efforts through introducing digital processes/automatization.
- Create geographical maps to analyze and visualize project implementation across areas and sites.
- Ensure learning and capacity building of country and area office programme staff and the transfer of key skills related to tools, reporting, accountability to affected population.
- Conduct regular spot checks to the projects’ activities and report on main observations.
- Support in analyzing project information, trends, and gaps to provide recommendations for strategy development, programme and projects design, and research.
- Support the head of unit in any related MEL task, as delegated by the MEL Coordinator.

Qualifications
Generic professional competencies:
- Bachelor’s degree preferably in Social sciences, development studies or other relevant discipline, including information management systems.
- Experience with information management techniques and establishing information management dashboards within humanitarian monitoring, evaluation, and learning.
- Demonstrated experience in designing, developing, implementing, maintaining and administering databases and/or information management systems is required.
- Fluency in English, both written and verbal
Context/specific skills, knowledge and experience:
- Relevant tertiary qualification
- 3 years’ relevant experience, preferably in designing information management systems, Power BI dashboards, Monitoring and Evaluation in INGOs/NGOs
- Fluency in Arabic, both written and verbal
- Experience with SQL and coding would be an advantage.
