The Program
Mercy Corps has been working in the West Bank and Gaza since the 1980s, delivering emergency response, education, and psychosocial support for children, and skills and vocational training. Since 2008, it has been investing in information and communications technology training with the aim of increasing start-up participation in tech entrepreneurship activities, and particularly providing support for youth in this field.
General Position Summary:
The Senior Monitoring, Evaluation, and Learning (MEL) Officer will be responsible for analyzing and producing MEL analytical outputs, providing critical support for reporting and learning initiatives. This role involves working closely with the reporting team to integrate MEL insights into analytical outputs, ensuring that data is synthesized effectively to inform Activity management decisions. Additionally, the Senior MEL Officer will refine data and evidence sharing processes to enhance the utilization of MEL outputs, ensuring that findings are communicated clearly to contribute to the success and impact of the Positive Youth Engagement (PYE) program.
Essential Responsibilities
SAFEGUARDING RESPONSIBILITIES:
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
POSITION/ TECHNICAL RESPONSIBILITIES:
DATA ANALYSIS AND SYNTHESIS
- Support the analysis of MEL data, transforming raw data into actionable insights that support the program’s decision-making and strategic planning.
- Ensure the integration of MEL insights into various analytical outputs and reports, working closely with the reporting team to communicate findings effectively.
- Develop and implement data synthesis methodologies to aggregate and interpret data from various sources, ensuring that findings are relevant and aligned with program objectives.
- Produce high-quality analytical outputs that meet the needs of internal and external stakeholders, ensuring that all reports and presentations are clear, concise, and evidence-based.
- Monitor the effectiveness of data analysis processes, making recommendations for improvements and adjustments as needed to maintain the relevance and accuracy of findings.
SUPPORT TO REPORTING AND LEARNING INITIATIVES
- Collaborate with the reporting team to ensure that MEL insights are effectively integrated into program reports and other communication materials.
- Support learning initiatives by providing data-driven insights that inform program adaptation and strategy adjustments.
- Refine data and evidence-sharing processes to enhance the utilization of MEL outputs across the program, ensuring that findings are accessible and actionable for all stakeholders.
- Assist in the development and dissemination of learning materials, reports, and presentations that highlight key findings and recommendations from MEL activities.
- Facilitate the use of MEL data in program learning events, workshops, and other forums, ensuring that insights are shared and discussed to drive continuous improvement.
ENHANCING DATA UTILIZATION AND SHARING
- Work closely with program teams to identify opportunities for improving the use of MEL data in decision-making and strategic planning.
- Develop and refine protocols for data sharing and utilization, ensuring that all MEL outputs are accessible, relevant, and used effectively by program staff and stakeholders.
- Provide training and capacity-building support to program teams and partners to enhance their ability to interpret and use MEL data in their work.
- Support efforts to improve the visibility and accessibility of MEL findings, ensuring that data is shared in formats that meet the needs of different audiences.
SUPPORT INTERNAL COORDINATION
- Strengthen linkages with other internal resources to enhance organizational learning, where relevant to Program Performance.
- Collaborate with other MEL and program staff to ensure consistency and alignment in data analysis, reporting, and learning activities.

Minimum Qualification & Transferable Skills
- Degree in a relevant field such as statistics, data science, monitoring and evaluation, international development, or other related social sciences. An advanced degree is an added advantage.
- 4-6 years of experience in monitoring, evaluation, and learning (MEL) roles, with a proven track record in data analysis, producing analytical outputs, and supporting reporting and learning initiatives.
- Demonstrated ability to work effectively with a wide range of stakeholders, including program teams, reporting teams, and external partners, to ensure the integration and utilization of MEL data in decision-making processes.
- Proven ability to clearly and effectively communicate complex data analysis and findings to both technical and non-technical audiences, ensuring that insights are actionable and inform program strategies.
- Strong analytical skills with experience in synthesizing data from various sources and translating findings into practical recommendations that enhance program performance and outcomes.
- Excellent interpersonal, oral, and written communication skills, with the ability to collaborate effectively within a multidisciplinary team and contribute to high-quality reports and presentations.
- Fluency in English and Arabic is required, with the ability to produce high-quality reports and presentations in both languages.
