Job Summary: Dalia Association is seeking a highly motivated and experienced Monitoring Evaluation and learning Specialist to join the team. The successful candidate will be responsible for designing, implementing, and managing the MEL system in collaboration with the staff and stakeholders to ensure effective program evaluation and impact assessment.
Key Responsibilities:
- Develop and implement a comprehensive Monitoring ,Evaluation and learning framework and plans for Dalia’s Programs.
- Design and manage data collection methodologies and processing of the results.
- Conduct regular monitoring visits and ensure the quality and accuracy of collected data and programs evaluations and learnings.
- Analyze and interpret data (qualitative and quantitative) a to provide insights into program performance.
- Prepare and present reports to stakeholders, highlighting key findings and recommendations.
- Collaborate with program staff to integrate M&E into project planning and implementation.
- Provide training and capacity building to project staff on M&E processes.
- Ensure compliance with M&E standards and guidelines set by Dalia.
- Development of indicators, measurement plans in addition to define the baseline, midterms and final evaluations.
- Data storage and reporting through data checking and audits

Qualifications:
- Bachelor’s or Master’s degree in Relevant field, e.g., Monitoring and Evaluation, Statistics, Development Studies…etc.
- Minimum of 3 years proven experience developing and implementation of MEL plans, activities and frameworks.
- Knowledge of using analytical tools including but not limited to SPSS.
- Proven communication, presentation skills, problem solving and analytical skills
- A strong working Knowledge issues related to community philanthropy and advocacy programs.
- Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed methods, and impact) in addition to data collection and analysis methodologies.
- Basic computer skills (eg. Typing skills,MS Word,MS Excel,etc….)_
