Overview:  

Global Communities is hiring a Monitoring, Evaluation & Learning (MEL) Specialist for the USAID West Bank/Gaza Pioneers-Raedat Activity. This five-year $35M program is intended to leverage women's potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practices (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women's inclusion in activities outside the home, build the capacity and confidence of individual women by engaging institutions of higher education and civil society, develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women's issues, including gender-based violence (GBV). The MEL specialist will operate under the guidance of the Director of Knowledge Management and Reporting. Additionally, he/she will directly supervise the MEL officers . The MEL specialist's responsibilities extend beyond monitoring and evaluation, encompassing the establishment of a robust system to foster collaboration, learning, and adaptation, ultimately enhancing development effectiveness.

Responsibilities:

Development and Implementation of MEL Plans, Systems, and Tools:

  • Support the development and lead the implementation of MEL plans, systems, and tools supporting adaptive management.
  • Conduct annual updates to the MEL plan aligned with annual implementation plans, coordinating the inputs from relevant teams.
  • Develop data collection tools ensuring timely collection, management, analysis, and reporting of valid data meeting USAID's requirements.
  • Create and maintain indicator reference sheets and MEL-related guidance, tools, and templates for quality monitoring and reporting.
  • Design and implement surveys, analyze, and interpret data, identify trends, patterns, and areas for improvement using statistical analysis (quant)
  • Oversee and conduct qualitative data collection through stakeholder key informant interviews or focus group discussions and conduct content analysis of the outputs (qual)
  • Conduct onsite and remote monitoring and verification exercises, including data quality assessments (DQA)
  • Ensure timely and accurate data entry into DIS (USAID Development Information Solution) and DDL (USAID Development Data Library) per USAID and GC policies.

Collaboration, Learning, and Adaptation (CLA)

  • Create and periodically revise the Collaboration, Learning, and Adaptation (CLA) Framework and Plan.
  • Play a role in developing, implementing, and enhancing processes and tools related to CLA.
  • Foster collaboration with essential stakeholders to pinpoint and record valuable lessons learned.
  • Participate in the preparation of quarterly and annual reports, highlighting evidence-based lessons learned and internal evaluation/review reports.
  • Document and share learning experiences through diverse formats, such as pause & reflection events, stakeholder meetings, staff consultations etc.
  • Manage relationships with MEL points of contact at local CSO partners, including trainings and capacity building on key MEL tools and practices.

Ensuring Adherence to MEL Best Practices and Standards

  • Stay up to date on trends and best practices in MEL, including following updates to USAID and West Bank Gaza Mission guidance.
  • Ensure technical staff are trained on MEL best practices.
  • Make recommendations for improvements to MEL systems and processes.
  • Support the technical team in building MEL capacities of local partners/grantees.

Qualifications

  • Bachelor’s degree in a related discipline (statistics, research methods, sociology, public administration or related field), preferably a master’s degree 
  • Minimum of 5 years of experience in monitoring, evaluation, and learning processes
  • Skills in developing MEL plans, systems, and tools. Experience specifically with USAID MEL plan requirements preferred.
  • Experience in designing data collection tools and conducting statistical analysis.
  • Familiarity with USAID's Collaboration, Learning, and Adaptation (CLA) approach is essential. Applied experience in CLA is strongly preferred.
  • Knowledge of USAID contract rules and regulations is an added advantage.
  • Keen attention to detail for ensuring data accuracy.
  • Familiarity with PowerBI and CommCare platforms for data collection and visualization preferred.
  • Proficiency in both spoken and written English and Arabic is required.
