PROJECT BACKGROUND
USAID/West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
POSITION PURPOSE
The MEL Specialist will be a key member of the MEL and Communication team, responsible for managing data collection, analysis, and monitoring and evaluation activities across the project. This role supports the implementation of MEL strategies to ensure the project’s performance is effectively tracked and reported. The MEL Specialist will coordinate with ALG teams to collect and analyze MEL data, contributing to data-driven decision-making and continuous learning.

KEY DUTIES & RESPONSIBILITES
- Contribute to drafting the MEL Plan, outlining ALG’s approach for establishing baselines.
- Support comprehensive performance monitoring systems to track progress of all activities and outputs, providing relevant and timely information to stakeholders.
- Track internal and external indicators in DAI’s proprietary project database (TAMIS).
- Establish baselines for reporting and support the establishment of reporting procedures in compliance with USAID and DAI policies.
- Use tools for data collection, design, and implement surveys, and other data collection tasks.
- Track project progress and analyze outcomes and impacts to facilitate data-driven decision-making, ongoing learning, and program adjustments.
- Prepare performance data reports for USAID deliverables, ad hoc requests, and project management.
- Document and disseminate evidence and analytic results from MEL and CLA studies, evaluation reports, meeting notes, decisions, and follow-ups from learning engagements.
- Track, measure, and record targeted results and indicators in the MEL plan to provide metrics for assessing project performance.
- Ensure gender, youth, and student-related data are tracked, recorded, and reported properly.
- Support data reporting for USAID databases.
- Coordinate between MEL, communications, and technical teams.
- Develop and adapt tools for data collection; design and implement surveys, including overseeing baseline, mid, and end-of-project surveys.
- Perform other tasks as assigned.
QUALIFICATIONS
- Bachelor’s degree in education, public or business administration or management, statistics, or related field, or equivalent work experience.
- 8+ years of MEL data collection experience.
- Experience working with USAID or other international donors highly preferred.
- Experience with M&E tools and systems for workforce development projects preferred.
- Experience with qualitative and quantitative M&E data analysis required.
- Strong communication skills - both written and oral.
- Must have excellent English and Arabic language proficiency, verbal and written.
REPORTING
The MEL Specialist will report to the MEL and Communications Manager.
