Position : Monitoring and Evaluation Officer
Location : Gaza Strip, OPT
Duration : 5 months starting ASAP to 30th November 2009

Merlin is a UK non-governmental organisation (NGO) charity specialising in health care and medical relief for vulnerable people caught up in natural disasters, conflict, and disease and health system collapse. Merlin’s work is guided by the following principles: Humanitarianism, impartiality, inclusiveness, professionalism, and lasting impact. Merlin has worked in the Occupied Palestinian Territories since 2002, has a country representative office in Ramallah and a sub-office in Gaza.
Position Profile and Key Responsibilities:
The position requires a sound knowledge of monitoring and evaluation principles, comprehension of the Palestinian health system, the ability to record and critically analyze numbers/statistics, follow up activities and report writing, and to lead the overall M&E strategy of the project.
1-Collect and analyse data and reports on Health Education/mobilization, logistics, and training on monthly basis, assuring data validity.
2-Conducting regular field visits, monitoring and tracking field activities, using supervisory tools in order to build service quality. Tools being developed in coordination with the Health Project Coordinator and Country office closely monitor all field activities, and assist the health and logistics team to identify and comply with quality standards.
3-Gather regular information on indicators and use this data for assessing progress against objectives along with other relevant data.
4-Ensure that monitoring data are discussed regularly and in a timely matter in terms of implications for action.
5-Submit bullet point weekly updates to Health Project Coordinator, and Country Director (CD)
6-Write/submit reports (statistical and narrative) to Health project coordinator and CD on a monthly basis.
7-Develop/adapt the monitoring and evaluation system as necessary (e.g. create surveys, monitoring tools) to meet activity and project requirements
8-Assist in research activities related to Merlin programs
Selection Criteria / Essential
1-Training/qualifications in a relevant field/discipline
2-Knowledge of, and experience in monitoring and evaluation processes, particularly related to health projects
3-Knowledge of / skills in developing monitoring and evaluation tools
4-Skills and experience in data collection and data analysis
5-Strong skills in using Microsoft computer applications (Word, Excel, Explorer, Outlook)
6-Sound report writing skills
7-Fluent in written and spoken English and Arabic
8-Willing / able to travel throughout the Gaza strip on a regular basis.
9-A demonstrated experience in designing/monitoring forms, planning and implemeting M&E methods, approaches (including quantitative, qualitative a1nd participatory)
