Job Profile
Position: Monitoring and Evaluation Officer
Programme: Well Baby Program (West Bank)
Reporting: Project Medical Coordinator

Location: Based in Ramallah with extensive travel throughout the West Bank (North and South)
Background of Merlin:
Merlin is a UK non-governmental organisation (NGO) charity specialising in health care and medical relief for vulnerable people caught up in natural disasters, conflict, and disease and health system collapse. Merlin’s work is guided by the following principles: Humanitarianism, impartiality, inclusiveness, professionalism, and lasting impact. Merlin has worked in the Occupied Palestinian Territories since 2002, and has a country representative Ramallah.
Background on the Position:
Merlin funded by Salam Ya Seqhar foundation is seeking M&E officer for Well baby Clinic Project in the North of the west Bank. Merlin in collaboration with UHCC will implement a program in the five districts in the West Bank focusing on health and social follow-up of (9000) children between the ages of 3 to 6 years old who attend kindergartens, Teacher and mother also will be targeted. The main reason for training the adults as well is that the child lives half of his or her day in the kindergarten the other half at home. The child is mostly exposed to different health and social problems at home or the kindergarten/nursery, due to different reasons whether being social, health, economical, or environmental.
Under the direct supervision of the PMC, the M&E Officer assists Merlin to monitor the “Well Baby program” activities
and evaluate the progress against the set targets/project work plan. The position requires a sound knowledge of monitoring & evaluation principles, and attention to detail the ability to record and critically analyze the data, and follow up the activities, and write reports. M&E Officer prepares reports for Merlin on a monthly basis on Merlin’s
Well Baby clinic program, Health Education and training activities, , and provides feedback on progress against set targets, recommend any necessary adjustments to implementation processes on the field if necessary. The M&E Officer will work in partnership with Project Coordinator from UHCC as requested by PMC.
General Scope of the Job:
The M&E Officer is responsible for leading the overall M&E strategy and implementation of related activities within the project and with partner, plus providing timely and relevant information to PMC. The M&E will develop project M&E tools with PMC and will recommend modifications/improvements (Piloting) to ensure its efficient and effective implementation. This position requires travel to field locations minimum 2 to 3 days per workweek.
Core responsibilities Monitoring and Evaluation Officer
• Collect well baby clinic reports from UHCC on monthly basis, assuring data validity.
• Conducting regular field visits to the field, monitoring and tracking field activates, using supervisory tools with providers in order to build service quality. Tools being developed by M&E officer and PMC.
• Working Closely with PMC and UHCC project coordinator to monitor all field activities, and assist the Well Baby clinic team to identify and comply with quality standards.
• Gather regular information on indicators and uses this data for assessing progress against objectives along with other relevant data.
• In coordination with UHCC Project Coordinator submit monthly plan for well Baby Clinic team and monthly supervision plan to PMC according to timeline set.
• Analyze the data by using SPSS, in order to submit Analyze data upon organization and donor needs
Preferable:
• Experience in Kindergartens and nurseries needs and services
• knowledge of the health status in Palestine Reporting
• Daily Oral update to PMC
• Write/submit reports (statistical and narrative) to PMC ;
• Monthly narrative in Arabic and English; data and data analyzes, Observation,
• Constraints and recommendations.
• Weekly Built Point report
• Other reports requested from PMC Development
• Develop/adapt the monitoring and evaluation system as necessary (e.g. create surveys, monitoring tools) to meet activity and project requirements
• Assist in research activities related to Merlin programs
• Provide other administrative support to the PMC as requested.
Selection Criteria Essential
1. Training/qualifications in a relevant field/discipline
2. Knowledge of, and experience in monitoring and evaluation processes.
3. Skills and experience in data collection and data analysis
4. Strong skills in using Microsoft computer applications (Word, Excel, Explorer, Outlook)
5. Sound report writing skills
6. Fluent in written and spoken English and Arabic
7. Willing / able to travel throughout West Bank on a regular/ daily basis
8. A demonstrated experience in designing/monitoring monitoring forms, planning and implementing M&E methods, approaches (including quantitative, qualitative and participatory)
