About Merlin
Merlin is a UK non-governmental organisation (NGO) charity specialising in health care and medical relief for vulnerable people caught up in natural disasters, conflict, disease and health system collapse.

About the Project/Program
With ECHO funding, Merlin works in collaboration with the Ministry of Health and a Palestinian NGO to increase both access to, and the quality of Primary Health Care (PHC) services. Merlin delivers an integrated program of mobile team health service provision, capacity building of health professions, and community based health education training to volunteers in addition to sessions to women and children in the communities in isolated West Bank communities in Qalqiliya and Salfit.
Job summary
The Project Manager is part of the senior management team and has overall responsibility for the PHC in Qalqilya and Salfit, under the guidance of the OPS/Finance and Admin Manager and the Country Director. The position involves high level project management, including managing the mobile team staff (medical and health promotion professionals), planning, liaising with MOH and other partners, analysing project results, report writing and generally ensuring that work meets Merlin and donor quality standards. The position requires a significant amount of travel, and the postholder should possess strong liaison, administration and organisational skills.

Person Specification Essential
- Relevant demonstrated project management experience and skills, (working experience in health projects would be an asset).
- Understanding of health promotion and primary health care frameworks and principles
- Fluent spoken and written English and Arabic
- Demonstrated organisational skills, and ability to prioritise diverse workload under pressure
- Ability to manage / develop staff teams, and follow procedures for resolving issues.
- Willingness to learn and adopt new management skills.
- Good communication and liaison skills, both verbal and written (including report writing)
- Good team player
- Previous field experience in a humanitarian organisation and programme management
- Good report writing skills
- Understanding of the Palestinian health system
- Excellent computer skills; word, excel, power point, Desirable
- Experience in developing and implementing training
- Knowledge on SPSS
