Midterm Evaluation of Economic Recovery in Jenin District Project
Overview
"PCS" is an independent civic and non-governmental organization that aims to develop and empower the Palestinian community towards promoting democracy, social equity, sustainable development, and respect for the law and basic human rights. PCS presents its services without any discrimination on basis of religion, sex or race.
PCS serves as a platform bringing together Palestinian NGOs in the northern West Bank extending membership to more than 60 Palestinian NGOs in Jenin Governorate and other northern west bank governorates that work in human, social and development fields.
PCS was established in May 2005 after signing a memorandum of understanding with member NGOs with the aim to promote the cooperation and networking among different civil community organizations in Jenin Governorate. Since then, PCS has evolved to become one of the leading organizations in the Jenin Governorate acting as a main connection circle and reference term for coordinating among the NGOs at local, national and international levels.
Project Background
Economic Recovery in the Jenin District is a 4-year project funded by Drosos Foundation. The project aims to contribute to economic recovery and socio-economic empowerment of youth, women, and marginalized segments in the Jenin District with specific objectives as the following:
1. To provide business incubation services and start-up grant funding to young women and men entrepreneurs
2. To support the sustainability of the incubation and research development unit at Palestinian Consultative Staff.
The project has three main outputs, with a set of activities envisioned under each of these outputs.
Skills and Competencies
PCS is seeking the services of a Research and Evaluation Consultant with experience in the NGO sector in Palestine and micro finance management with the following qualifications:
-Advanced degree in social sciences, development, sociology, business administration or other relevant/related fields;
-Specific experience and expertise in conducting assessments for technical assistance interventions in the aforementioned fields,
-Strong working knowledge of the NGO sector in Palestine, MFIs, incubators, and other relevant stakeholders
-Extensive knowledge of results-based management evaluation, participatory monitoring and evaluation methodologies and approaches;
-Minimum 7-10 years professional expertise in international development co-operation, economic development, impact assessment and strategic recommendations for continued support/development of programming/strategies;
-Demonstrated analytical, communication and report writing skills;
-Proven track record to deliver high quality reports and on time.
