Monitoring and Evaluation Assistant
The Economic and Social Development Center of Palestine (ESDC) is a Palestinian result and rights-based development-oriented NGO established in 2003, ESDC works in West Bank and Gaza Strip. ESDC works within two spheres to meet the development and humanitarian needs of people in the West Bank and Gaza Strip; Capacity development, Livelihood and Food Security improvement.
ESDC is seeking for hiring a qualified M&E Assistant who will work for ESDC in the West Bank. He/she will assist the M&E Department to achieve the desired results.
Contract duration: 12 months with high possibility for extension.
Working hours: 40 hours/week, Sun-Thu (5 days per week)
Duty station: West Bank
Start Date: ASAP
PURPOSE & OVERVIEW OF THE POSITION
The post holder will be responsible for maintaining, coordinating and carrying out the M&E activities and operations, including data collection, analysis and reporting. Reporting to the ESDC Monitoring & Evaluation Manager.
MAIN DUTIES & RESPONSIBILITIES
- Participate in M&E work plans development, and understand the M&E Assistant’s role and operate within the M&E work plans;
- Monitor all projects’ activities, and progress towards achieving the project output; and output towards achieving the outcomes;
- Provide administrative and technical support to hired enumerators/assessment teams in data collection during routine implementation, reviews, and evaluations;
- Ensure adherence to prescribed methodologies of sampling, data collection and data entry
- Assist in the implementation and strengthening of all planned M&E activities for the project, in coordination with project team;
- Perform monitoring, inspection and evaluation procedures;
- Participate in developing data collection and verification tools such as FGDs, questionnaire, PDM and KIIs;
- Participate in organizing and undertaking reviews and surveys to provide primary data for ongoing assessment/evaluation;
- Support the development of data entry databases based on general data protection protocol;
- Analyze the data in line with the M&E framework and submitting the needed M&E reports such as baseline, end line and PDM reports;
- Translate tools from Arabic to English and vice versa;
- Conduct field visits to monitor progress and prepare visit reports;
- Follow up with Project team on deadlines and support them in achieving these deadlines as requested;
- Develop the M&E tools based on the log frame;
- Provide feedback to the management on project strategies and progress;
- Provide support to the projects coordinators/officers for preparing needed reports to ESDC’s management, and donors as requested;
- Patriciate in need assessment on existing monitoring and evaluation system.
- Develop indicators and a monitoring strategy for the project;
- Provide inputs, information and statistics for reports to ESDC management;
- Participate in annual reviews, learning workshops and planning workshops by developing, collecting and disseminating relevant information on monitoring, evaluation and research;
- Participate in the monitoring and evaluation activities to measure the effects and impact of ESDC’s interventions;
- Capturing and documenting and reporting on cases, success, and failure from the field.
- Perform other duties as required;.

QUALIFICATIONS
- At least Bachelor Degree in Business Administration, Statistics, social sciences or other related fields.
- Minimum of 3 years of relevant professional experience in M&E activities in NGOs.
- Strong analytical and conceptual skills.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Experience with evidence-based monitoring and capacity development.
- Statistical command and experience with data collection processes.
- Knowledge of different monitoring tools (both quantitative and qualitative).
- Familiar with reviewing results frameworks and indicators.
- Excellent written and oral command of English and Arabic.
- Excellent computer skills (MS Word, Excel, PowerPoint, Project).
- Ability to work under pressure
