Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice.
CRS is seeking highly qualified candidates for the following position:
Position Title: Monitoring and Evaluation Assistant (M&E APO)
Reports to: PCAP Program Director and M&E Officer in Jerusalem
Locations: Gaza Field Office
Job Summary:
As a member of the program quality team working in the area of Monitoring and Evaluation (M&E), the M&E Assistant’s primary function is to support Palestinian Community Assistance Program (PCAP) capacity in monitoring and evaluation by developing and designing comprehensive, cost effective and a user friendly M&E system that will lead to improved program quality and reporting and provide necessary guidance to the program staff in implementation of the M&E system. The M&E Assistant Officer has to effectively manage relationships with other CRS/JWBG offices, program staff and implementing partners in Gaza.
M&E AO is also responsible for provision of M&E technical input into development of new project proposals, analyzing their strengths and weaknesses and recommends new approaches or strengthening of current practices. Furthermore, if needed M&E AO should lead participatory evaluation efforts in Gaza Program and sharing of institutional knowledge and learning with other CRS/JWBG offices and EME. The M&E AO reports to PCAP Program Director and to M&E Officer in CRS Jerusalem office CRS program in Gaza seeks to establish and implement M&E system that will support internal management, program/project performance and data/facts-based decision making. Additionally, CRS seeks to increase its capacity to design and implement relevant and meaningful M&E systems as part of proposals to donors, so the program is able to demonstrate results to donors thus becoming more competitive. This position is part of CRS/JWBG Program Quality team. The M&E Officer does not make strategic decisions; rather through his/her efforts decisions made by others are informed decisions supported by data and best practices
Position Requirements and Qualifications:
-Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.;
significant work experience in a directly related field will be considered in lieu of graduate degree.
-Three to five years of progressively responsible and directly relevant professional experience; at least two years of working directly in M&E.
-Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data.
-Strong in report writing techniques.
-High level of English-language proficiency (speaking, reading, writing).
-Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, Outlook,
PowerPoint and Access.
-Experience with management information systems.
