Reports to :General Director
Manages :M&E functions of family centres project
Duration :Part-time job 70%, six months contract with a possibility of extension.

INTRODUCTION

TAMER Institute for Community Education is an educational non-governmental non for profit organization established in 1989 as a natural and necessary response to the urgent needs of the Palestinian community during the first intifada (uprising). The most important of these is the need to acquire means to help people learn and become productive. Focusing principally on the rights to education, identity, freedom of expression, and access to information, Tamer works across the West Bank and Gaza Strip, primarily targeting children and young adults to encourage and deepen opportunities of learning among them. Our program aims to contribute to enhancing reading, writing and all forms of Expression among children and young adults. It also aims at contributing to a Palestinian environment that is supportive to learning processes, and at supporting the literary and scholar production on child culture in Palestine.

Tamer Institute has been UNICEF’s partner in managing family canters since 2010. Working towards a protective and safe environment in Palestine, Tamer provides a wide range of protection and gender sensitive activities in the family centres. These activities are designed to address the various children vulnerabilities, including age and gender sensitive case management, structured individual and group counselling services, explosive remnants of war “ERW” risk education, life skills education. Expressive arts, sports, recreational activities, youth led protection initiatives, child/ parent interaction programs, and awareness raising, with a special focus on community engagement through child protection community committees.

JOB PURPOSE

The Monitoring and Evaluation Consultant will be providing support in monitoring and evaluating the family centres ongoing projects. The consultant t will be responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the projects. The incumbent will also help in strengthening its M&E functions based on his/her experiences from the project. M&E of the project will provide assessment to the project team. The consultant will play role in promoting of key learning’s for the improvement of the project and for wider leaning of the organisation.

MAIN DUTIES AND RESPONSIBILITIES

-To collect and supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations
-To record, manage and preserve monitoring and evaluation data in a safe and accessible way
-To analyse and discuss findings based on regular monitoring data
-Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and General Director.
-Ensure that implementation of field activities adheres to Tamer Institute monitoring and evaluation system
-Take responsibilities for accuracy of the figures reported about beneficiaries’ numbers and indicators progress.
-Conduct field visits, joint visit, spot visits and random checks for the implemented activities/programs to ensure the quality and progress of the implementation as per the agreed plans.
-Design and implement project baseline and end line surveys, Pre & Post questionnaires and focus groups… etc
-Update electronic and hard copy filing system of all the data sources e.g. children attendance, caregivers, training participants, questionnaires, copy of field registers etc. in coordination with other program staff.

SPECIFIC RESPONSIBILITIES

Monitoring

-Develop project monitoring plan (PMP) of the projects in line with project LFA and consulting with programme team and partners
-Coordinate with Tamer Institute for collecting data against agreed indicators
-Coordinate with different parties to collect and manage essential data of their respective projects
-Ensure quality of data collected by partners
-Provide feedback to project manager and team on projects’ performance based on monitoring data findings

Evaluation

-Design, coordinate and conduct project evaluations (mid-term and end-line)
-Design and conduct Post Implementation Monitoring Survey
-Assist project team in conducting Project Data Review

-Reporting and Documentation

-Develop quarterly reports
-Develop and share field visit reports

PERSON SPECIFICATION

Professional Qualification
Essential :

University Degree in Social Studies or related fields.
Knowledge and understanding of project monitoring and evaluation
Understanding of the current M&E trends and especially M&E systems in development organisations

Desirable
Knowledge of participatory research methods, participation action and learning

Experience
Essential :

Minimum 3 years’ experience in monitoring and evaluation
Experience of field data collection
Experience of report writing
Experience in qualitative and quantitative data collection methods.

Desirable
Experience of conducting research

Monitoring and evaluation techniques and processes
Data collection and management
Analytical and research skills
Good command over report writing in English
Good interpersonal skills
Excellent computer knowledge with command on MS Excel among other packages of MS Office
