Position: Monitoring and Evaluation (M& E) Officer, Consultancy
Location: Ramallah Office,
Duration: 1 year consultancy (extendable)

SUMMARY :
Provide support to stand back on the good implementation and to evaluate project reaching its general and specific objectives. The M & E officer ensures a more responsive programming and greater accountability to beneficiaries, donors, and other stakeholders. This position requires a highly motivated hardworking and responsible person.

QALIFICATIONS AND ESSENTIAL DUTIES:
-BA in social sciences, management or relevant field;
-Minimum 4 years of experience of monitoring and evaluation work for INGO/ strong technical competences and experience in monitoring and evaluation work;
-Proven knowledge and experience of downward accountability approaches and mechanisms;
-Experience in working with various stakeholder in the frame of a program
-Proven ability to advise, train and coach others on programme quality issues
-Able to analyse in-depth quantitative and qualitative information.
-Ability to develop and use indicators - input, process, output and outcome
-Demonstrated ability to meet deadlines under pressure, and to complete work with high quality and attention to detail
-Good knowledge of the West Bank context
-High level computer skills: Microsoft Word, Email, Internet, Excel, Outlook
-Ability to undertake regular travel to program sites in West Bank
-Good knowledge of the cycle of project
-Good knowledge of project monitoring tools
-Language skills (reading, writing, spoken) to working level in English and Arabic
-Demonstrated commitment to working as part of a team, in a support role

-Qualities: team spirit, patient, flexible, open minded, sociable

SPECIFIC TASKS :
-To ensure a good monitoring and evaluation of the projects
in accordance with the cycle of project, logical framework, timeframe, reporting...in order to increase our accountability to our beneficiaries, partners, funders and other stakeholders.
-Monitor and evaluate the quality of the work in order to write a report to give guidance/ advices to reach the indicators and to increase the quality of the project.
-Support our management process with our Partners/ consultant to maximize the quality of our project.
-Support our partners/ consultant in their work by advising them toward the good practise and quality.
-To ensure on time reporting on the projects to the Program Coordinator
-monitoring and evaluation tasks for the institutional funding or headquarters
-To perform any other duties requested by the supervisor.
-To be available to work overtime or at weekends when requested.
-Translation from Arabic to English

DESIRABLE for both positions:
-Language skills: French will be an asset
-Driving licence
-Master degree in management of humanitarian projects
