Monitoring and Evaluation Officer  -PU-AMI
National Staff Position

 
Première Urgence-Aide Médicale Internationale (PU-AMI) is a French non-governmental organization which has worked in the occupied Palestinian territory since 2002 in both the West Bank and the Gaza Strip. PU-AMI is working in currently working in the areas of WASH, protection, agriculture and economic recovery.

 
GENERAL POSITION SUMMARY

The Monitoring & Evaluation (M&E) Officer will be based in the Ramallah or Qalqilya office and will be required to travel frequently to our main areas of intervention which currently include the districts of  Qalqilya, Nablus, Salfit and Tulkarem. The M&E officer will report directly to the Deputy Head of Mission who is in charge of supervising the Monitoring and Evaluation process and will work closely with the operations team and the M&E officer in Gaza.  The M&E officer will assist with building M&E systems focused on data collection, data aggregation, data analysis and reporting (internal and external).

 

MAIN TASKS

Under the supervision of the Deputy Head of Mission (Deputy HoM), the M&E Officer will be required to:
-Conduct and write needs assessments, baseline surveys, impact studies
-Create the M&E plan and monitor all projects
-Supervise the beneficiary selection process
-Lead project evaluations
-Contribute to capacity building
-Report writing


SPECIFIC TASKS
-Design needs assessment plans and develop needs assessment tools and procedures
-Design impact survey plans that capture quantitative and qualitative data to report on all indicators in proposals
-Develop impact survey tools and protocols including data collection forms and computerized database standardized between Gaza Strip and West Bank
-Lead field visits for data collection and monitoring
-Train operations staff and skilled workers on data collection and data entry
-Supervise the data entry and monitor the accuracy of the computerized data
-Analyze data to obtain statistics in order to track the project’s impact among beneficiaries and local communities for internal and external reporting and explain successes and/or failures
-Cross-check information provided by the targeted villages/communities and households with ministries and agencies
-Literature review relevant to the field/ area of intervention that will complete the needs assessment research: livelihoods, food security, WASH etc…
-Write needs assessment reports, baseline survey studies, impact survey reports, narratives and develop effective questionnaires
-Contribute to proposal writing as well as intermediate and final reports for donors and headquarters
-Assist the Deputy HoM in writing guidelines about PU-AMI processes and methodologies
-Identify and document success stories per project during the field visit
-Assist the Deputy HoM in designing and implementing a lessons learnt process and in documenting lessons learnt and best practices for dissemination
-Contribute to the planning and formulation of projects based on needs assessments 
-Create GANTT charts, indicators reference sheets, M&E monthly follow-up plans and monitoring visit forms
-Define and follow up SMART indicators and associated sources of verification to measure the progress and results of the implemented projects
-Design the annual PU-AMI Monitoring and Evaluation plan that captures quantitative and qualitative data to report on all indicators in proposals/reports
-Update, implement and follow up the PU-AMI Monitoring and Evaluation plan
-Work closely with operation team in the beneficiary selection process
-Analyze data to select the most vulnerable households based on PU-AMI scoring system
-Follow-up villages steering committee meetings via minutes of the meetings or attendance
-Ensure the implementation and follow-up of the complaints mechanism, in collaboration with the operations team
-Write selection process reports


Required Qualifications and Experience:
-Advanced university qualification (in Development Studies, Statistics or other related field)
-Minimum three years experience in a Palestinian or international NGO
-Proven experience working in M&E including designing and writing baseline and impact surveys, needs assessments, reports and evaluations
-Fluency in written and spoken English
-Proficiency in Arabic is an advantage
-Excellent computer competency particularly in Excel and Word
-Experience with data bases such as Access or Oracle is strongly desired
-Valid driver’s license and clean driving record

-Excellent team player while also able to work independently with little guidance
-Takes initiative and is proactive
-Highly committed to project goals and objectives
-Flexibility in location of work and scheduling is necessary (for field visits)
-Ability to work under pressure and under strict deadlines
-Ability to transfer skills and knowledge to persons with different levels of understanding and experiences
-Strong understanding of the regional and cultural context


This position is based on the PU-AMI national salary scale.  The position is open to all interested candidates.
