Monitoring and Evaluation Officer
Al Fakhoora, invites onlyqualified applicants to apply for a Monitoring and Evaluation and Action Research Officer (M&E) focusing on Al Fakhoora’s three program areas that work 'on the ground in Gaza to achieve its mission of facilitating Palestinian education and caring for its students; our flagship Scholarship and empowermentprogram, Reconstruction Projects and Healthcare.
Al Fakhoora is looking for an M & E Officer who understands collaborative leadership practices.
Al Fakhoora feels it is important that the M & E Officer has the ability to create clarity, vision by mobilizing others by defining shared values and engaging our partners in positive action while monitoring and evaluating programs. The M&E Officer must start with building trust and creating “safe places for developing shared purposes and action” to fulfill our mission. Al Fakhoorabelievesthe M&E Officer must develop synergies from our students, organizations and communitiesin order to make authentic/organic changes. The M&E Officer is responsible for mentoring and coaching tobring out the best in all stakeholders and realize that his/her beneficiaries and partners are our key assets. Lastly the M & E Officer needs to be aware how a positiveattitude can impact the integrity of monitoring each program components.
Scope of Job
Monitoring and Evaluation Officer (M&E) is responsible for:
Monitoring and evaluating all Al Fakhoora programs along with preparedness for project implementation in respect to adequate monitoring and evaluation procedures that accord with the Al Fakhoora standards
Establishing monitoring and evaluation system for the duration of project implementation. The system should cover all components under the project.
Monitoring progress achieved on activities under project components. This includes data related to performance indicators and measuring inputs, outputs and outcome indicators agreed upon between Al Fakhoora implementing agencies.
Evaluating the collected data and analyzing it with respect to the achievement of the agreed upon performance indicators.
Providing the Program Manager with regular and up-to-date information on the progress towards meeting the interim activities’ benchmarks and the overall project objectives.
Coordinating with the implementing NGOs, UN Agencies and the Components’ Coordinators to ensure readiness for implementation and cooperation and facilitation of tasks for all consultants selected and employed under the project.

Persons applying for this job must be extremely flexible and willing to work and develop in an organic fashion with professionalism, integrity, enthusiasm, commitment.
In addition the person must have excellent planning, organizational skills and work efficiently and use initiative with minimal direction
The ability to work well and collaborate with implementing agencies to ensure their programs achieves the maximum results on the ground.
The ability to manage for results in a comprehensive and integrated management system that focuses on achieving Dynamic Future’s objectives for the beneficiaries and accountability for funding.
The ability to evaluative information that enables the team to adjust and refine assumptions.
Ensure all M & E tracking procedures include RBA (Results Based Accountability)
To assist implementing agencies in developing result based accountability surveys for beneficiaries to track impact of better off-ness, self-efficacy, leadership etc.
High proficiency with computers in particular MS Word, MS Excel, MS Outlook, and the Internet, Share Point, Microsoft Projects, Survey Monkey, Podia, Smart Sheets and SharePoint a plus.
Minimum Qualifications:
A minimum of Bachelor Degree in a field relevant to the work profile, developmental studies, economics, management or business administration. Master’s degree is a plus in relevant field is preferred.
Minimum five years’ experience in M&E in relevant field
Working knowledge of Action research.
Highly articulate written and verbal communication skills in both English and Arabic
