Background:
UNDP/PAPP has been designated to assume the role of Principal Recipient (PR) for the Global Fund to Fight HIV and AIDS, Tuberculosis and Malaria (GFATM) grants in the West Bank and Gaza.
In its role as PR, UNDP is responsible for the financial and programmatic management and monitoring of the GFATM grants, as well as for the procurement of health and non-heath products. In all areas of implementation, it provides capacity development services to sub-recipients (SRs) and implementing partners.
Monitoring and Evaluation (M&E) is a core and critical function of the PR’s responsibilities, and it seeks to achieve the following objectives through efficient, effective and consultative M&E interventions of the grants:
a-to monitor closely and evaluate process, output, outcomes and impacts of the programmes;
b-to strengthen systems that inform decision-making, and enhance programme learning and improvements;
c-to promote accountability for resource use; and
d-to document, provide feedback on, and disseminate lessons learned to partners.

The PR seeks to achieve these objectives by collaborating closely with all relevant partners of the grants, including the GFATM Secretariat, the Local Fund Agent and Sub Recipients of the grants, including national partners.

Description of Responsibilities:
Corporate M&E Responsibilities:

-Keep abreast and develop expertise on new M&E programmatic policies on HIV/AIDS and Tuberculosis, and related health issues
-As required, ensure the development (and revision) of M&E Plans in conjunction with GFATM, PR and SRs’ overall M&E requirements and needs
-Provide relevant technical assistance to PR and SR staff on M&E issues
-Assist in knowledge building and dissemination of lessons learned to national counterparts and other partners, including UN agencies

Programmatic M&E Responsibilities:
-Working closely with all partners to collect and analyse relevant programmatic progress data and facilitate the periodic review of such data
-Assist in the development of strategies, frameworks and plans to ensure appropriate M&E requirements of the programmes are met
-Prepare and facilitate, as required, M&E workshops for relevant partners
-In close collaboration with relevant partners, develop a field monitoring plan based on agreed-upon progress and target indicator sets and undertake regular field and desk monitoring of GFATM-supported interventions
-Review periodic reports from SRs, provide appropriate feedback and comments to the SRs and, in collaboration with the PR-Team, prepare consolidated progress updates for onwards submission to GFATM through the Local Fund Agent
-Based on consultations with partners and analysis of SR reports, provide timely advise to the GFATM Programme Management Adviser in identifying potential implementation challenges and bottlenecks
-Assist in problem solving and development of remedial actions, ensuring that any disparity between planned and actual outputs are addressed
-When required, provide technical support and training to the SRs and SSRs to strengthen M&E systems for programmes, including the development and strengthening of sentinel surveillance systems, reporting and monitoring formats and guidelines and provide any on-site support, and, if required, develop a M&E capacity strengthening strategy plan for implementing partners
-Facilitate the implementation of regular and periodic programme evaluations
-Provide support to the grant closure process, especially with regards to programmatic issues
-Working closing with the Procurement and Supply Chain Management Officer to develop coordinated M&E systems to ensure any bottlenecks in PSM are addressed in a timely manner
-In order to coordinate the smooth implementation of activities and to achieve the objectives of the programmes, the M&E Officer will work closely with the respective M&E officers/focal points at SRs and SSRs
-The incumbent will be required to regularly travel to implementation sites, including the West Bank and Gaza, for the purpose of monitoring activities
-Undertake any other tasks as assigned by the Programme Management Advisor for the overall management, supervision, monitoring and evaluation of the implementation of the grant agreements.

Qualifications :
Education:
A bachelor’s degree in public health/health sciences, sociology, management or any related field.

Experience:
-Minimum 4 years of relevant experience in development issues, including in the area of programme and results-based management
-Skills in quantitative and qualitative monitoring and evaluation methods and a basic understanding of health related issues
-Good understanding of routine health information systems, and literacy in management information systems
-Knowledge of the health sector in the State of Palestine
-Excellent communication and interpersonal skills and be able to work in a team environment
-Ability to work with local counterparts in building their capacity

-Languages:
Arabic mother tongue and very good knowledge of English language.
-Other: Strong knowledge of Microsoft Excel, working knowledge of SPSS is an asset.
Ability to take initiative and accomplish tasks with minimum supervision and within tight deadlines.
