Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice.

CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID that aims to strengthen the Palestinian civil society, by increasing Palestinian civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout
the West Bank and Gaza.
CRS is seeking highly qualified candidates for the following positions:
Position Title: Monitoring and Evaluation Officer (M&E Officer), Ramallah-based
Reports to: Deputy Chief of Party

Job Summary:
As the lead member of the Civic Participation Program (CPP) team working in the area of Monitoring and Evaluation (M&E), the M&E Officer’s primary function is to build and manage a programming capacity in monitoring and evaluation by developing and designing comprehensive, cost effective and a user friendly M&E system, consisting of an Indicator Performance Tracking Table, data flow charts, and data collection tools. The M&E Specialist will be responsible for assuring data quality and providing data analysis back to partners and Partner Relations Specialists (PRS) and up to the Deputy Chief of Party (DCoP). In addition, the M&E Officer will work with the DCoP in preparing the SOW for the M&E subcontractor, managing the sub-contractor and reviewing work. S/he will also provide guidance to the Sub-contractor in developing an online M&E database. Finally, the M&E Officer will be responsible for the implementation and reporting on the CPP PMP.

Position Requirements and Qualifications:
-Advanced degree in the social sciences. Significant work experience in a directly related field will be considered in lieu of graduate degree.
-Adequate experience in monitoring and evaluation methods and approaches
-Knowledge of design and field use of monitoring, evaluation, and impact assessment tools
-Familiar with the process for assessing and reporting data to USAID from start to finish and across the various systems (Geo-MIS/ M&E/ TraiNet, etc)
-Experience with quantitative and qualitative data analysis
-Familiarity
-Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
-High level of English-language proficiency (speaking, reading, writing).
-Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, Outlook, PowerPoint and Access.
