Monitoring and Evaluation Specialist.

The Palestinian Authority Capacity Enhancement Project is working with the Palestinian National Authority (PNA) to improve the institutional capacity and the delivery of government services to citizens. The three-year project is being implemented by Chemonics International Inc., a private international company, with funding from the United States Agency for International Development (USAID).
The project has an immediate opening a:

Key Responsibilities:
• Design, maintain, and implement the project’s Performance Management Plan (PMP)
• Maintain the project’s M&E system, periodically evaluate its effectiveness, and adjust
as necessary to provide the project with accurate and useful performance data.
• Ensure data quality and integrity by periodically conducting field visits and spot checks to verify data and investigate any data anomalies.
• Perform data analyses and/or create graphics to inform reporting requirements and
project communications products.
• Design and conduct project impact assessments.
• Supervise and maintain USAID web-based GIS and provide M&E data in a timely manner.
Qualifications:
• An advanced degree.
• At least three years of experience developing and implementing monitoring
and evaluation systems in a development context as well as experience in the project’s technical area supporting the public sector.
• Previous related work experience with USAID preferred.
• Strong analytical skills and computer skills in Word, Excel, Access, and other programs required.
• Solid writing and communication skills in English are necessary.
• Ability to travel throughout the West Bank as needed.
