Monitoring and Evaluation Specialist

 

Background
The Palestine Liberation Organization, for the benefit of the Palestinian Authority has applied for financing from the World Bank, International Development Association towards the cost of the Government Services for Business Development (the Project). The Project aims to improve MoNE’s ability to deliver timely, efficient, and quality business development information and services to citizens, including to MSMEs, women business owners and other marginalized groups, to facilitate business start-up and development by a) establishing an institutional unit (Business Development
Unit) responsible for consolidating and disseminating analysis and information related to business development and developing a Ministry-wide Business Development Strategy and Implementation Plan; and b) by creating a Governmentto-Business Platform (G2B) to provide high-quality services and information to businesses.

MoNE is the implementing agency for this project. A Business Development Unit (BDU) will be created in MoNE to provide business related information, data and services to companies and oversee MoNE’s business development agenda. The BDU will be part of the new Private Sector Development Unit in MoNE’s new structure, and will include international and local experts.

MoNE aims to strengthen its capacity to effectively monitor and evaluate private sector development projects in order to provide critical input and oversight, both for ongoing and future projects and policy formulation. A monitoring and evaluation framework and skills for Ministry’s activities and donor-supported projects to bolster MoNE’s programmatic oversight will be developed in the BDU.

Assignment Objective
MoNE is considering the appointment of a qualified Monitoring and Evaluation (M&E) Specialist to be responsible for developing and implementing an M&E framework and skills of the Ministry.

Scope of work
The support of the M&E Specialist will be critical in building MoNE’s capacity to play a keyhole in leading private sector development initiatives in the West Bank and Gaza

Main Duties and Responsibilities:
a-Lead strengthening and development of the M&E skills and framework of the Ministry.
b-Train MoNE staff on how to conduct cost-benefit analysis to assess the impact of private sector development projects;
c-Design and lead baseline surveys for the MONE projects and activities and other donor initiatives.
d-Assume responsibility for identification and tracking of indicators related to private sector development.
e-Support MoNE staff collecting and evaluating data on private sector indicators from the decentralized office bureaus, as well as other sources for data to build MoNE’s capacity to provide critical input to project steering committees;
f-Promote development and use of M&E indicators throughout the Ministry in coordination with other donor projects;

Key qualifications
-MBA or relevant Master’s degree, specialization in Statistics, Mathematics, and Economics preferred;
-At least 5 years of relevant experience in industry level consulting, private sector development, strengthening investment
climate and business environment, and/or finance; prior experience in M&E with demonstrated evidence of success would be preferred;
-Demonstrate relevant experience on how to conduct cost-benefit analysis .
-Strong organizational, analytical, and oral presentation skills;
-Proven ability to work in a team and intercultural environment, with minimal supervision;
-Hands-on and action-oriented approach;
-Computer skills: Expertise in all MS Office and internet related applications;
-Excellent oral and written communication skills in English and Arabic;
-Flexibility and willingness to adapt to changing circumstances and requirements;
-Willing to be based locally and travel if required.
-International experience is an asset.

Time Frame and Contract
-The duration of the assignment is one year on a full-time basis, extendable to the full length of the project (3 years).
-The expected start date for the position is June 1 , 2013.

The Consultant shall be selected for the above-mentioned post in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011.
