Monitoring and Evaluation Specialist
Overview: USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.
MCGL seeks a Monitoring and Evaluation Specialist for a two-year USAID funded program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. The Monitoring and Evaluation Specialist will be responsible for gathering, analyzing, and processing complex information related to all aspects of program activity implementation. S/he will conduct impact assessments, baseline studies, surveys and need assessments to identify necessary changes and future project opportunities. S/he will be responsible for ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. Also, will be responsible for ensuring the timeliness and quality of data, working closely with EJHN hospitals and partners.
Responsibilities
- Lead the monitoring functions including, data collection, data entry at different levels, data quality assurance, data processing and production of reports; and providing timely information to project leadership
- Support the team in integration of monitoring and performance functions, data interpretation and data quality in their routine work
- Provide capacity building and learning opportunities to project technical and management staff to use routine data as part of their regular functions
- Ensure Jhpiego’s systems in data compliance are aligned with donor and organizational priorities, needs and contractual requirements
- Assist the Project Director in correct and timely reporting and tracking of program achievements in accordance with USAID and Jhpiego requirements
- Represent the Project in monitoring and evaluation meetings, conferences and presentations.
- Support on the implementation of Project Monitoring and Evaluation Plan (PMEP), including review of its theory of change, results framework, identify indicators, relevant and applicable baseline data collection strategies and methodologies, and resources needed to successfully implement the MEL strategy;
- Ensure accurate, high-quality data are routinely collected and entered into the Project Monitoring Information System to track project specific indicators;
- Mentor and supervise hospital staff in the use of tools for data collection and protocols for performance monitoring as well as baseline, midline and end line and other assessments as needed;
- Ensure accurate, high-quality data are routinely collected and entered into JADE to track Jhpiego impact goal indicators;
- Support project deliverables with a focus on M&E sections;
- Support hospitals in strengthening integrated health data management processes
- Ensure measurement of QI project activities and milestones including contribution to results
- Provide M&E summaries for the project at state level, including presentation of updates to key stakeholders;
- Ensure use of data visualization tools
- Ensure data collected are uploaded to the system.
- Work with the team to analyze ongoing quantitative / qualitative data at different points in the program leading to the specific program / contract results;
- Provide hands on MEL QI support to hospitals including leadership and management team
- Work closely with technical staff and institutional partners to explain MEL processes and understand how these processes relate to the project's technical work, and to promote MEL-related training as needed;
- Other related duties as assigned.

Qualifications, Experience, Skills and Competencies
- Bachelor's Degree in Social sciences, Public Health or related field, with job experience over 5 to 6 years' in programmatic support of international health projects (Doctors, Nurses, medical degree added advantage)
- Strong familiarity with health system and hospital based care
- Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
- Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
- Proficiency in word processing, Microsoft Office
