UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978 to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end.
UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in three thematic areas: governance and basic services; inclusive economic development; and management of natural resources. All these focus areas fall under the broader umbrella of transformative resilience which is centered around three concepts: ownership and leadership, self-reliance and cohesive identity.
In this regard, UNDP is seeking a candidate to fill the position of Monitoring and Knowledge Management Associate for the Investment Programme for Resilience (IPR). IPR is a comprehensive, inclusive and integrated response to the needs of the most vulnerable/marginalized communities in Palestine. It is designed based the analysis of previously existing multisectoral development challenges. The Programme seeks to address community needs through investments in community infrastructure and basic services within the aim of reducing disparities, strengthening social cohesion, and enhancing community engagement and ownership (particularly women, youth, and people with disabilities). The Programme also contributes to creating short-term employment opportunities through construction/rehabilitation works and long-term sustainable jobs through the operation and management of the new/or expanded services provided.
The overarching objective of the Investment Programme for Resilience is to reinforce the resilience of marginalized Palestinian communities. In order to do so, the programme has embedded community engagement throughout the life cycle of the project, thus building leadership and ownership of the community. The Programme plans to achieve the following three outputs: 1. Social and community infrastructure rehabilitated and/or expanded; 2. Capacity of entities improved to manage the infrastructure and to provide sustainable services and employment to the community; 3. Social cohesion activities planned and implemented by the community.
Summary of key functions:
- Operational management of the project
- Support the Programme Manager in the day-to-day management, implementation, and monitoring as per M&E framework of project activities in the field
- Support the preparation and follow up of resilience plans with the IPR implementing partners in close coordination with the Community Mobilizer and under the guidance of the Programme Manager
- Conduct regular field visits to monitor the implementation of the projects, attend the trainings delivered by the partners, identify gaps in implementation and support in bridging those gaps in consultation with the Community Mobilizer and the Programme Manager
- Support the Programme Manager in ensuring consistency and coherence in the approach between the teams working in different geographic areas
- Stakeholder management
- Support strong partnerships with all stakeholders engaged in the IPR (relevant CSOs, local institutions, academia)
- Support in creating high quality information and visibility of the project activities among the stakeholders
- Facilitate regular communication on relevant project issues with the stakeholders with focus on sustainability and exit strategy
- Monitoring and Evaluation
- Support in implementation of the monitoring system as per M&E framework for the project to ensure effective information sharing, provision of feedback (pre and post assessment) and elaboration of high-quality progress reports
- Support the design, implementation and follow up of mid-term, final and impact evaluations
- Support the Programme Manager in the preparation of ad-hoc reporting requirements and in the improvements of the MIS system
- Communication, Visibility and Knowledge Management
- Draft lessons learnt and best practices in collaboration with the Community Mobilizer and Engineers and considering feedback from target communities
- Coordinate the work of the communication consultants, including monitoring the communication plan, keeping regular communication with the consultant, serving as a focal point for all inputs from the project team
- Follow up with project team on the monthly reporting requirements and ensure timely and quality submissions
- Highlight potential stories to the Programme Manager to be included as part of the communication/visibility plan/activities.
- Support the organization of high level donor visits and other key events
- Perform any other duties as assigned by the Supervisor
Institutional Arrangement
The Monitoring and Knowledge Management Associate will report to the Programme Manager, under the overall guidance of the Programme Specialist. The Monitoring and Knowledge Management Associate will be a key member of the Project Implementation Unit, providing critical support to the management, while working closely with all the project team to ensure a coherent and comprehensive implementation of project activities, and the achievement of the desired results.

Education:
- Proven record of working in the field, on community engagement/mobilization and/or social projects is an asset
- Prior experience working in project/programme coordination positions is an asset
- Experience with UNDP or other UN agencies is an asset
- Specialization in social sciences is an asset
Required Language(s): Proficiency in Arabic and English is required
