Summary of Key Functions and Responsibilities
Under the supervision of the MEAL Manager and in collaboration with the Data Analyst and IM team, the Monitoring, Evaluation, Accountability, and Learning Officer (MEAL Officer) is responsible for the implementation of MEAL activities in coordination and collaboration with projects’ teams, aligning and compliance with the MEAL Framework within WeWorld. The MEAL officer will contribute to defining M&E strategy for projects under his/her responsibility. This will include designing the M&E plans and activities, conducting data collection, conducting data analysis, reporting on conclusions and way forward to improve the quality of activities, coordinating with programmes’ teams members for capitalizing and disseminating lessons learned and best practices.
The position is located in the MEAL Department within the Program Division. The MEAL Officer reports to the MEAL Manager. It will require active communication and coordination with the Program Division and Operation Department’s team members through participating and establishing any necessary meetings and communication channel to achieve its objectives.
Specific Objectives and Fields of Responsibility
- Design of MEAL plans
- Participate to the design of M&E plans at writing proposal stage for relevant projects/activity, and introduce changes (when relevant) during the Inception Phase of the project.
- Assist the Project Managers to complete the MEAL plan for any new projects, ensuring providing support to team members during rolling out the plan.
- Support MEAL Manager in designing/development of MEAL documentations, tools and relevant methodologies aligning with the MEAL Strategy/Framework and the objectives of the programs.
- Support the MEAL Manager and MEAL team member in designing internal M&E follow-up tools.
- Contribute to the design of quantitative and qualitative data collection forms linked to MEAL activities.
Implementation of M&E and Feedback and Complaint Response Mechanism (FCRM) Activities
- Implementation and/or follow-up of relevant MEAL activities in the field, including but not limited to data collection steps under the M&E component, managing complaints according to procedures defined under the Accountability component (FCRM), events and steps under the Learning component.
- Support in designing training materials on the MEAL tools and process (M&E plans, FCRM, etc.).
- Provide technical training at area office level related to MEAL process and tools.
- Supervise the testing process of data collection steps related to M&E Plans, and provide feedback as lessons learned.
- Capitalize existing best practices on area office level, reflect it into MEAL processes and ensure proper dissemination among relevant team members.
- Provide support on project indicator measurement and progress reporting on area office level, done according to timing defined by MEAL Manager.
- Ensure the filing and completion of all sources of verification as mentioned in the M&E Plan.
- Ensure the monitoring and evaluation plan / tools cover all required indicators for monitoring the achievement and implementation of the projects.
- Ensure proper data compilation, archiving and sharing in compliance of internal SOP defined.
- Communicate updates to the MEAL Manager and Project Managers all in a timely manner.
- Ensure the MEAL activities are designed and conducted in compliance with the key protection principles; safety and dignity of the affected population (including do no harm principle); meaningful access (including non-discrimination), community participation and accountability.
Data Collection, Analysis and Reporting on the MEAL Activities
- Work closely with IM team to set up data collection tools according to MEAL plan and process, and digitalization of tools agreed jointly with MEAL and IM team members.
- In collaboration with the MEAL manager, develop appropriate database and archiving procedures appropriate to the MEAL framework/process.
- Review data collected during MEAL activities and ensure accuracy and quality of data.
- In collaboration with IM team members, conduct data analysis and reporting according to need defined by the MEAL Plan and project needs.
- Ensure proper informing process to project quality based on the findings of the MEAL processes (all monitoring and evaluation activities, in specific accountability and learning activities).
- Ensure briefing area office team members on processes and tools used by MEAL department.
- Under the supervision of the Project Managers and Area Managers, ensure proper communication with affected population and relevant stakeholders according to the needs raised by the MEAL process/plan being implemented.
- In line with international standards related to the protection of personal information and do no harm principle, ensure the data collection, process and analysis activities are conducted in respect of WeWorld’s data protection protocols and principles (including confidentiality and informed consent).
- In coordination with relevant team members and in compliance with the FCRM, manage the Feedback and Complaint database on area office level.
Coordination with relevant Program team members
- Work closely with project staff to ensure timely, quality data collection and reporting.
- Alert the Area Managers and Project Managers when there is a discrepancy or issue with the data that needs to be addressed by project teams.
- Ensure all reporting is completed at a high standard, assist the project staff with any mechanisms for data collection within the project management framework (including non-MEAL purposes), and ensure understanding by the team to streamline processes and avoid duplication of data collection or reporting.
- Upon request from Project Managers and under the supervision of the MEAL Manager, coordinate with Program staff in order to follow up on implementation of the recommendation provided by M&E after conduction of any survey or monitoring visits.
- Ensure technical feedback is provided on regular base to the MEAL Manager, and regular feedback related to operational updates is provided for the Project Manager.Other
- Comply with WeWorld’s security protocols and Code of Conduct in the field, be aware of the security rules and social and political situation in the field at any time and provide feedback to the MEAL Manager when relevant.
- Actively participate in relevant learning, MEAL, strategic or programs workshops and meetings.
- Identify challenges for the MEAL department, report and suggest continuously rooms of improvements based on the findings of M&E activities.
- Perform any other duties requested by line manager required for the good care of the affected population and/or for the purpose of the programs implemented.

Essential Requirements
Qualifications and experience
- University degree or equivalent in the field of Development Studies, Project Management, data science, or a related field
- 3 years of experience in Development and/or Humanitarian programming with MEAL functions
- Fluency in English both written and verbal
- Valid and clean driving license
Skills and Abilities
- Strong computer skills, including ability to operate MS office and database management software
- Demonstrated ability to use proficiently KoboToolbox and/or other Mobile Data Collection Tools
- Good verbal and written communication, interpersonal and team skills
- Ability to work under pressure
- Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
