Monitoring, Evaluation, Accountability & Learning (M&E) Assistant

For a period of 9 months with possibility of extension

General Objective:

The MEAL (Monitoring, Evaluation, Accountability and Learning) Assistant will assist and support the MEAL Officer in the implementation of the FCM mechanism in the Hebron base. The MEAL Assistant will be responsible for carrying out M&E activities and tasks, in line with the mission SOPs and the MEAL Officer guidance.

Key Activities:

 Objective 1. Assist and/or participate in field visits and data collection needs as per the MEAL Minimum standards and the information needs of the mission.

  • Plan with the Head of Unit and other MEAL team the needed field visits on a weekly basis.
  • Make the necessary arrangements before the field visits: study the area (secondary sources analysis, follow-up access with facilitation letters, arrange meetings and discussions with key informants/partners.
  • Coordinate with Heads of Project to plan field visits based on project workplan, MEAL Plan, taking into consideration donors’ requirements and context changes.
  • Assist in providing monitoring reports and suggesting corrective measurements as needed based on the field visits and data.

Objective 2. Assist in ensuring effective monitoring, planning and follow-up of MEAL systems and ensure findings are timely shared with Technical and Program Department following system in place for utilisation to improve quality of interventions and learn.

  • Assist in performing monitoring of activities in the locations where project activities are implemented as per MEAL plan and ad-hoc requests of Program Department.
  • Assist in designing tools and perform post-completion monitoring/evaluation in the locations where project activities are implemented as per MEAL plan, to measure impact of AAH intervention in the West Bank.
  • Assist in providing reports on monitoring activities monitored / evaluated, systematically documenting best practices, grey areas, conclusions, and recommendations.
  • Work with MEAL staff to ensure documentation through different mediums (pictures, stories, leaflets, posters etc.) following system in place.
  • Assist in conducting interviews at different levels in person or remotely (telephone call), on paper or mobile.
  • Assist in analysing information gathered, writing a report, and developing visualisation if relevant, and propose recommendations.

Objective 3. Assist with following up MEAL plans assigned accordingly.

  • Assist in presenting the MEAL content and data during the kick-off meetings.
  • Keep track of activity implementation and the progress against indicators.
  • Contribute to the development of Success Stories.
  • Accurately archive MEAL data/analysis and activity reports in an organized manner within a shared archiving/filing system.

Objective 4. Assist in ensuring accountability and cross-cutting themes are guiding your everyday work.

  • Use the Data Protection Protocol to guide your data collection efforts and use the consent form as far as possible.
  • Use Humanitarian principles to guide your activities and everyday behaviour.

Objective 5. Managing feedback and complaint mechanism (FCM) and ensuring accountability and cross-cutting themes are guiding everyday works.

  • Manage AAH beneficiary Complaints and Feedback Mechanism by receiving and filing complaints based on pre-established protocols.
  • Support the Head of MEAL Unit to disseminate information on AAH Complaints and Feedback Mechanism beneficiaries, staff and partners have constant information about AAH programs and feedback mechanism. Ensure the follow up of complaints and feedback.
  • Conduct field visits on a frequent basis to community project sites to monitor community stakeholder participation, project activities, provide technical assistance and troubleshoot along with the team.

متطلبات الوظيفة
  • University degree (BA in Social Fields or any related field).
  • At least one year of related previous professional experience.
  • Experience with Humanitarian organizations is an asset.
  • Knowledge of principles, tools and practices of monitoring and evaluation programs.
  • Previous field experience in assessments, data gathering, interviews, information triangulation/verification, and report writing.
  • Some experience in data analysis (qualitative and quantitative) and reporting skills in English.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Frequent travels to project targeted areas in the West Bank.
  • Good at using Word, Excel, Power Point.
  • Strong analytical skills.
  • Valid driving license and proven driving skills.
