Global Communities is seeking a Monitoring, Evaluation and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) Officer for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise.
Position Summary:
The MEL/CLA Officer will work closely with the Senior MEL Specialist in the design, implementation, and oversight of the project’s MEL and CLA activities. Responsibilities
- Support the implementation of the project’s MEL plan, including annual updates to the MEL plan in alignment with annual implementation plans.
- Support the development of systems, strategies, and tools for the timely collection, management, analysis, and reporting of valid and reliable data that meet USAID’s reporting requirements.
- Contribute to project deliverables, including annual workplans, and quarterly and annual reporting, undertake periodic quality reviews of program and/or country M&E systems and lead design of M&E system strengthening actions and oversee the dissemination of information on approaches, lessons learned, etc.
- Contribute to the regular review and updating of the CLA Framework and Plan for the project.
- Contribute to the design, roll-out, and continual improvement of CLA-related processes and tools to support effective project implementation and collaboration, learning and adaption in relation to the program.
- Contribute to and help facilitate collaboration with/across key stakeholders to regularly identify and capture lessons learned from the implementation of program activities
- Contribute to the documentation and communications of learning through various platforms.
- Conduct on-site monitoring and verification exercises, including data quality assessments (DQA).
- Train partner organizations in M&E requirements with an emphasis on capacity strengthening of local organizations.

Qualifications
- Bachelor’s degree in a related discipline (statistics, research methods, sociology, public administration or related field)
- At least 3 years of experience in Monitoring, Evaluation and Learning.
- Experience designing data collection tools, reporting results and facilitating data reflection and learning
- Familiarity with USAID’s Collaboration, Learning and Adaptation (CLA) approach required. Applied experience with CLA strongly preferred.
- Knowledge/experience with USAID M&E rules and requirements strongly preferred.
- Familiarity with CommCare (data collection) and PowerBI (data visualization) a plus.
- Experience in humanitarian / emergency response a plus.
- Demonstrated ability to develop plans for indicator measurement and adjust indicator selection and targets as part of adaptive programming.
- A strong attention to detail to ensure the highest levels of data accuracy and quality
- Languages: Full Professional Proficiency in spoken and written English and Arabic.
