Monitoring, Evaluation and Learning Coordinator
The role of the Monitoring, Evaluation and Learning (MEL) Coordinator is to support the implementation of systems to promote evidence-based decision-making, programme and project performance, and internal management. The country office MEL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the MEL Coordinator will provide technical support to in-country staff working for West Bank and Gaza, pertaining to MEL and build capacity by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems.
- Ensure a thorough understanding of project and programme ambitions across all Core Competencies, aligning MEL activities with organizational goals and donor requirements.
- Lead the planning and implementation of MEL activities within Country Office and across the areas,
- Consolidate the data received from the Area Offices to in a timely manner and report the final figures.
- Set work plans for MEL team in the Country Office, and support on workplan development for Area Office MEL team, if requested.
- Provide leadership, guidance, and technical support to strengthen team members' capacities, ensuring their well-being and fostering personal and professional growth.
- Ensure alignment of MEL processes between different area offices, especially regarding grants implementation, to harmonize reporting across locations.
- Design and implement learning plans and products to assess linkages between project outputs and outcomes, promoting learning throughout the project cycle and contributing to strategy-level program learning processes as required.
- Follow up with Area Office MEL team to ensure indicator tracking tables are completed on time according to global and country level deadlines.
- Develop outcome monitoring reports and key learning moments across the Core Competencies.
- Provide technical oversight on data quality and compliance, including validation processes for monthly GORS reporting and triannual project participants counting on the two area offices.
- Lead the documentation and provision of timely MEL reports, dashboards, and factsheets to facilitate evidence-based decision-making internally and externally with partners and donors.
- Provide capacity strengthening to partners in MEL processes and validate their MEL processes as required.
- Facilitate and coordinate third-party monitoring requests or evaluation support requests as needed, ensuring accurate and timely data collection and analysis.
- Actively participate and provide necessary inputs in project review, grants closure, and opening meetings, providing support to ensure program data accuracy, completeness, and relevance.
- Provide support to the Complaints and Feedback Coordinator to ensure successful rollout and adoption of required procedures and processes.
- Apply innovative and participatory approaches to MEL, exploring new ways of working within emergency settings.

- At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
- Understanding of data and information needs for program management and decision making
- High level English language proficiency (speaking, reading, writing)
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) and quantitative analysis (SPSS preferred)
