JOB SUMMARY:
 
 The Monitoring, Evaluation and Learning Manager (MELM) reports directly to the Country Director (CD). The incumbent receives technical advice and supervision from the Global Monitoring, Evaluation and Learning Manager/Specialist as well as the HQ Director, Monitoring, Evaluation and Learning, where applicable. The MELM collaborates with staff, not only at the country office level, but also within the broader region and across the organization, globally. The primary roles and responsibilities of the MELM are to (a) manage and implement Right To Play’s country-level monitoring, evaluation and learning plan, within the scope of the overall Country Strategic Plan, and country-based needs and contexts; (b) coordinate and supervise the monitoring of program activities, and outcomes and support the development of program reports; (c) support program planning at the country level by conducting appropriate assessments and through the provision of technical assistance; (d) manage country specific program evaluations; (e) help the country office utilize the findings in their planning and decision-making; and (f) contribute to the Global MEL Strategy as a member and lead of the one or more strategic working groups. The MELM leads the MEL system across the country and plays an active part in the global Right To Play Monitoring, Evaluation and Learning community by contributing to the organization’s understanding of its program approaches and outcomes.  
 
 
 
 
 
PRIMARY RESPONSIBILITIES:
 
Job Responsibility #1: Monitoring (30% of Time)
 
 
  • Leads the effective management of the country office MEL system for output monitoring.
  • Ensures that data is collected, cleaned, and analysed for timely submission to Country Office and Global team. Ensures data quality and integrity through periodic spot checks and/or field visits to verify data and/or investigate data anomalies.
  • Ensure Program team, including field staff have strong understanding of project outcomes, outputs, measurement indicators, processes, and systems
  • Develops and implements country-specific plans and budgets for outcome monitoring assessments, ensuring alignment with key program measurement data.
  • Coordinates the required field preparation prior to all MEL activities related to outcome monitoring assessments and implemented outcome monitoring assessments once a year or as required.
  • Supports the development and revision of data collection/entry tools required for portfolio of projects and conducts data audits to check for accuracy in data collection and entry.
  • Conducts analysis of quantitative and qualitative data collected and leads country-based assessments for quality control purposes.
  • Ensures data storage is aligned with standards outline in Global MEL Manual
  • Coordinates access to and retrieval of secondary data and ensures timely and comprehensive responses to donor-based data inquiries as needed
                                                                                                                                                                                   
Job Responsibility #2: Evaluations and Research (25% of Time):
  • Manages process of country specific program evaluations including needs assessments, baselines, mid-terms, and final evaluations.
  • Develops appropriate budget for evaluations, terms of reference, and request for proposals.
  • Leads commissioning of evaluations including procurement of service providers and manages consultants throughout evaluation.
  • Ensures timely and quality completion of evaluations and submission of evaluation reports.
  • Develops country-specific summaries of results, findings, and learning from evaluations according to reporting templates and guidelines
  • Supports discrete research initiatives focused on Country Office or Global strategic priorities and learning agenda.
  • Leads the identification and establishment of suitable academic and research partners at country level.
Job Responsibility #3: Learning (15% of Time):
  • In collaboration with other staff in Country Office and Global team, encourage adaptive management approaches to pause, reflect, learn and improve programs.
  • Develop summary materials and deliver presentations on MEL findings to Right To Play staff, partners, program participants/communities, and/or other stakeholders
  • Leads the country specific activities for reviewing, discussing and sharing results and consolidates country office results for communication, learning, and knowledge management purposes.
  • Leads on evidence uptake and learning from evaluations to adapt and improve programs based on evaluation recommendations and outcome monitoring.
Job Responsibility #4: MEL System and Strengthening (10% of Time):
  • Leads overall strengthening of country-level MEL system, including assessment of country office capacity for effective MEL
  • Trains Right To Play and partner staff on monitoring, evaluation, and learning, including standards, processes, and tools.
  • Trains data enumerators, including Community Facilitators and partner staff on data collection tools and processes
  • Provides additional training as needed on MEL for country office staff and partners
Job Responsibility #5: Supporting the  Global MEL Strategy and functioning (5% of Time):
 
·         Actively participate in the RTP Global MEL Community of Practice to exchange good practices, expertise, and experience across the organization
·         Collaborate closely with relevant Global MEL Manager and wider Global MEL Team as required
·         Support Global MEL initiatives as required and as agreed by the Country Director and Director of MEL
 
Job Responsibility #6: Design  (5% of Time):
 
·         Supports Country Office and Global team in designing theories of change and logical frameworks as part of new program design.
 
Job responsibility #7 Team Management ( 5 % of Time)
 
·         Manage and supervise the MEL team in Country including MEL Officers and Coordinators.
·         Lead the MEL team  and allocate duties to them, to ensure efficient monitoring and evaluation of all projects,
·         Organize and coordinate training programs for MEL team to help update their skills, technical abilities, and professional knowledge.
·         Provide information and insights to decision-makers about staff performance, and program outcomes.
·         Provide oversight to M&E Coordinators on data collection and analysis, and to ensure the timely completion of M&E activities;

EDUCATION/TRAINING/CERTIFICATION:
  • Masters degree in social sciences, project development or related discipline to MEL and/or significant relevant experience in lieu of education.
  • Training in Monitoring and Evaluation such as university courses, workshops, certificates. 
EXPERIENCE:
  • 5 years of practical experience developing and implementing monitoring evaluation and learning frameworks (developing logic frameworks, outcomes, indicators, targets and data collection plans).
  • 1 year of practical experience working with social programs.
  • 3 years supporting and/or managing major evaluations (baseline, mid-term, final.)
  • Proven knowledge and experience in development of both quantitative and qualitative data collection instruments
  • Experience conducting analysis for quantitative data and qualitative data.
  • Experience managing data sets (coordinating data entry, ensuring data quality, managing data confidential storage).
  • Expertise and experience in designing data collection tools both qualitative and quantitative data 
COMPETENCIES/PERSONAL ATTRIBUTES:
  • Advanced interpersonal and written and verbal communication skills
  • Strong analytical and conceptual skills to think and plan strategically and to identify trends.
  • Strong problem-solving skills.
  • Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners.
  • Proven written communication and presentation skills, presenting evaluation findings through a variety of mediums— data visuals (graphs), reports and presentations
TECHNICAL SKILLS:
  • Strong background in program evaluation methodologies
  • Understanding of quantitative and qualitative research approaches and best practices, and of child-friendly data collection methods
  • Knowledge of SMART indicators
  • A strong working knowledge of issues related to development and humanitarian programming (education, health, sport for development, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy)
  • Computer literacy in statistical analysis software, MS Excel, Word, PowerPoint and Internet usage
LANGUAGES
 
Fluency in spoken and written English and Arabic.
 
DESIRED QUALIFICATIONS:
  • Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators and government
  • Experience designing and leading evaluation or research studies
  • Experience conducting data collection with children
  • Expertise and experience in training and capacity-building (e.g., developing and delivering workshops, mentoring and supporting colleagues, etc.)
  • Experience identifying program implications and recommendations from data findings
Employment Start Date: June 2023
 
Contract Duration: One year Determined contract with possibility of extension
