Project Summary: 

The West Bank/Gaza Rapid Response Activity is anticipated to be a two-year project that seeks to improve stability in conflict affected areas, particularly the northern West Bank. It aims to alleviate grievances, to strengthen communities' abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) Manager will be responsible for the leadership and management of all efforts related to performance monitoring, internal evaluation, learning, and oversight of activities under the Rapid Response Activity.

Responsibilities:

  • Provide overall leadership and development of the MEL Plan, performance indicator reference sheets, results reporting, etc. with support from MSI home office and project leadership.
  • Lead or aid in the design of performance management and monitoring systems, and evaluation methodologies and/or tools.
  • Provide capacity strengthening support and mentorship to MEL staff in data collection, data integrity, and other specialized services.
  • Support the institutionalization of a collaborating, learning & adapting (CLA) approach, fostering a learning culture, and facilitating evidence-based decision making and innovation.
  • Draft and revise applicable project reports and deliverables, including providing inputs on project data, successes, indicator tracking, etc. as requested.
  • Lead the Activity’s knowledge management efforts, including collection, analysis, documentation, dissemination and use of best practices and lessons learned.

Qualifications:

The following qualifications are required for MEL Manager candidates:

  • Master’s degree in a relevant field, such as international development, political science, sociology, statistics/social research or similar required.
  • Minimum of five (5) years’ experience in monitoring and evaluation and/or learning with experience designing and implementing M&E systems and developing indicators for international development projects. Experience working on USAID-funded projects preferred.
  • Ten (10) years of professional relevant work experience required, predominantly in international development or related work.
  • Demonstrated substantial experience in performance measurement, evaluation and research, learning, and knowledge sharing, to include: indicator selection, target setting, reporting, database management, MEL capacity building, facilitating learning events, report writing, Collaborating, Learning and Adapting (CLA), and developing Monitoring, Evaluation and Learning Plans (MELP). 
  • Experience demonstrated with grants management.
  • Experience demonstrated collecting and analyzing qualitative and quantitative data using methods that are suitable for changing, complex, and conflict-affected environments.
  • Prior experience managing MEL teams and supporting the MEL capacity building of sub-partners' staff.
  • Proficiency in Microsoft Office skills (Excel, Word, Outlook and PowerPoint) required.
  • Experience demonstrated integrating considerations of youth and gender into MEL systems preferred.
  • The ability to travel is required, especially within the northern West Bank.
  • Fluency in Arabic and professional proficiency in English required.
