Anera is announcing a vacancy for Monitoring, Evaluation and Learning Specialist, for an anticipated four-year USAID-funded Basic Education Program. The Program aims to strengthen non-governmental education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential in the West Bank, Gaza and East Jerusalem.
The availability of this position is subject to the approval and funding of the donor. The partner in the Anera consortium may hire the Monitoring, Evaluation and Learning Specialist.
Job Summary:
The Monitoring, Evaluation and Learning Specialist will be responsible for the leadership, oversight and management of all efforts related to performance monitoring, internal evaluation, learning, and oversight of activities associated with the external evaluation managed by USAID.

Expected Qualifications:
- MA or equivalent in international development or relevant field is required.
- At least seven (7) years of experience in performance measurement, evaluation and research, learning, and knowledge sharing: including indicator selection, target setting, reporting, database management, Data Quality Assessment (DQA), MEL capacity building, facilitating learning events, report writing, Collaborating, Learning and Adapting (CLA), and developing Monitoring, Evaluation and Learning Plans (MELP).
- Experience working and managing M&E and reporting departments for USAID-funded grants and other donors is required.
- Experience doing gender analysis and mainstreaming as part of M&E and Reporting is required.
- Solid understanding and experience with the development issues in the West Bank, Gaza and East Jerusalem, specifically as they relate to education projects.
- Excellent communication, organizational, and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time.
- Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
- Demonstrated experience in using statistical packages to analyze and report on data.
- Demonstrated experience in survey design, implementation, and analysis of survey data.
- Demonstrated experience in producing high quality reports for USAID and other donors.
- Demonstrated ability to write accurate and timely reports in English at a level of native fluency.
- Knowledge of indicator frameworks and M&E methods utilized by USAID for international development projects.
- Knowledge of, and experienced in USAID M&E guidelines and requirements.
- Fluency in English and Arabic (written and spoken) is required.
