Stars of Hope Society for the Empowerment of Women with Disabilities (SHS) is the only association (NGO) in Palestine that is run by women with disabilities for women with disabilities (WwDs). SHS was found in response to discrimination and prejudice against WwDs and the absence of any organization or program that targets the needs of this group. SHS was established in 2007 by a group of WwDs to meet the needs of women with disabilities and support them to enjoy their full rights and potentials.
Objective of the position:
SHS is currently seeking a skilled and motivated Monitoring, Evaluation and Reporting Officer to join our dynamic team. This position offers an exciting opportunity to contribute to our mission by ensuring effective monitoring, evaluation, and reporting of our programs and projects.
Duties and responsibilities:
Reporting:
- Develop a reporting plan/schedule based on the requirements of the Society.
- Collaborate with the field/project coordinators in collecting the reports input data.
- Prepare monthly, quarterly, mid-term and annual progress and performance reports for different projects and ensure to meet the deadlines of the reports.
Monitoring and Evaluation:
- Participate in the development and implementation of comprehensive Monitoring and Evaluation frameworks and plans for ongoing and new projects.
- Develop monitoring methodologies, approaches and data collection tools.
- Develop multiple types of evaluations and assessments based on project/program needs and participate in developing related terms of reference and follow up plans.
- Participate in data collection as needed and train SHS projects staff on relevant tools.
- Collect, analyze, and interpret quantitative and qualitative data to track performance. .
- Ensure data quality and integrity through regular field visits and validation processes.
- Collaborate with project teams to integrate M&E findings into program planning and decision-making.
- Maintain an updated and organized database of M&E data and reports.
Responsibilities may evolve as per programmatic needs and adapting to local circumstances. It is expected that the position holder will perform any other duties as required by the Executive Manager that are commensurate with the position.
SHS team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to SHS standards guiding development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Job Requirements:
- Bachelor's degree in a relevant field (M&E, Social Sciences, Statistics, Development Studies, or any related field).
- Minimum of 4 years of experience in monitoring and evaluation and reporting or project management with NGOs.
- Proficiency in M&E methodologies and tools, including data collection, analysis, and reporting.
- Strong analytical skills with the ability to interpret complex data and generate actionable insights.
- Excellent report writing skills with attention to detail and clarity.
- Experience with M&E software and data analysis tools (SPSS, Excel, cobo toolbox and/or others).
- Strong organization and time management skills.
- Ability to work collaboratively in a team environment and communicate effectively with diverse stakeholders.
- Preferable, previous relevant experience in working with Persons with disabilities (PwDs).
- Demonstrate writing and speaking skills in English and Arabic and fluency in both languages.
- Strong interactive facilitation skills.
- Advanced capabilities in working within a team (team player).
- Be highly committed, able to work under pressure, adapt to new situations and meet deadlines.
- Excellent computer skills, MS office, MS Project, Excel functions, and PowerPoint.
