Monitoring and Evaluation Assistant

 

International Medical Corps (IMC) is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps   's mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. International Medical Corps has been present in Gaza since 2009.

International Medical Corps is currently recruiting staff to be based in Gaza, for a US Agency for International Development funded project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.

The M&E Assistant, working as a part of International Medical Corps’ and Consortium team under the management of the M&E Manager, will support the work of the Project  in all quality management functions including, but not limited to, the implementation of the performance monitoring plan, ensure timely and consistent data verification, data collection, data entry and reporting.

Essential Job Duties/Scope of Work:

-Participate in the design of the Project’s Performance Management Plan (PMP)
-Participate in M&E work plans development, and understand the M&E Assistant’s role and operate within the M&E work plans.
-Support the maintenance of M&E tools for the monitoring of Project activities
-Coordinate with the M&E Manager’s, M&E Officer’s, Technical Advisors’ and Consortium partners’ planned activities for Project monitoring.
-Ensure adherence to prescribed methodologies of sampling, data collection and data entry
-Assist in the implementation and strengthening of all planned M&E activities for the Project, in coordination with M&E Manager and M&E Officer.
-Provide administrative and technical support to hired enumerators/assessment teams, and Partner staff in data collection during routine implementation, reviews, and evaluations
-Support M&E Officer as needed in the helping sub-grantees to have high-quality health management information systems
-Participate in organizing and undertaking reviews and surveys to provide primary data for ongoing assessment/evaluation
-Support in preparing monthly, quarterly, semi-annual and annual programmatic performance reports.
-Enter various data collected into the Project M&E database
-Ensure proper filing of reports and data collection tools.
-Ensure accuracy of entered data
-Enter all relevant, finalized M&E reports or data into online systems, as required by USAID or the Government.
-Prepare and sort received documents and identifying forms that need to be entered.
-Assist M&E Officer to provide regular reports on the status of databases.
-Support the M&E Officer in the analysis of data in line with the M&E framework.
-Participate in the training of Project and sub-grantee staff in monitoring of activities based on indicators and targets set out in the PMP;
-Help to plan and prepare material for routine M&E meetings of the M&E Focal Points from the Consortium; present Project information as requested by M&E Manager
-Support the planning, coordination and execution of internal and external events such as, organizational project learning events, annual project performance reviews, and presentations at external meetings by developing, collecting and disseminating relevant information on monitoring, evaluation and research.
-Liaise with staff in other organizations and sub-grantees/contractors to facilitate the flow of information.
-Ensure there is no duplication of data, target groups, and activities implemented within the framework of the program.
-Conduct site visits when requested to monitor and assist partners in data collection process to ensure data quality
-Undertake all protocols for field monitoring with appropriate local authorities and in line with security protocols.
-Carry out other tasks as identified by the M&E Manager.


Skills and Requirements:

-A relevant diploma in Social Sciences, Development Studies, Demography, Public Health, Statistics or its equivalent experience with a formal qualification of monitoring and evaluation.
-Minimum of at least two (2) years of experience in implementation of monitoring and evaluation activities
-Knowledge of, or experience working within, health sector programming
-Advanced computer skills in Excel, Word processing, Database management, SPSS or other statistical packages
-Knowledge and experience in using both qualitative and quantitative methods of data collection.
-Ability to verify data quality (both qualitative and quantitative)
-Detail oriented and ability to make informed decisions.
-Excellent writing and verbal communication skills, in English and Arabic.
-Capacity to work as member of a team.
-Familiarity with USAID regulations is desired.
