RUWWAD, Palestinian Youth Empowerment Program, is a USAID-funded program implemented by the Education Development Center, Inc. (EDC).  Ruwwad empowers young Palestinians to become leaders of social change by providing advanced leadership opportunities through the National Youth Corps (NYC), which is composed of young men and women, aged 14-30 years.   Ruwwad also supports the US-Palestinian Partnership (UPP) in its creation of a network of four Youth Development Resource Centers (YDRC) and affiliated youth clubs, in partnership with the Palestinian Ministry of Youth and Sports (MoYS).  As part of the UPP, Ruwwad is working with the MoYS to support the four YDRCs to develop their managerial and programming capacity so that they are better equipped to serve Palestinian youth. Specifically, Ruwwad will provide technical assistance to the YDRCs and the MoYS in strategic planning, IT capacity, management systems, and program oversight.

Monitoring/Evaluation & Communications Director
Job Description: The Monitoring/Evaluati on & Communications Director is responsible for developing, implementing, and managing all project monitoring/evaluati on and communication mechanisms. Reports to Ruwwad’s Programs Director.
Duties & Responsibilities:
•    General oversight of all project initiatives to capture, categorize and disseminate information.
•    Leadership of all Ruwwad project outreach efforts, including media campaigns, public exhibitions, and additional ad hoc events
•    Development and implementation of an appropriate reporting system to document all project activities for the USAID Mission, internal staff, and external stakeholders.
•    Oversight of the design, piloting, and implementation of project Monitoring and Evaluation frameworks, plans, and instruments.
•    Creation of quarterly project reports
•    Authorship of periodic and ad-hoc reports on project activity, as required by USAID and EDC
•    Publication of website updates and written outreach materials
•    Compilation of regular data indicator tracking reports, measuring progress towards major quantitative/ qualitative project objectives
•    Editing of all English-language reporting documents, to ensure correctness and consistency with USAID/EDC standards.
•    Design and implementation of a web-based MIS to meet identified data needs.
•    Supervision of all ME/CO staff, providing management oversight, mentoring, and coaching.

Required Qualifications:
•    Minimum 7 years experience in NGO project management and public affairs.  
•    Strong track record in English-language outreach, public relations, and research reporting.
•    3 – 5 years’ experience managing internship training programs
•    Background in youth leadership development; commitment to youth empowerment
•    Master’s degree in social science field, with strong background in statistical analysis.
•    Familiarity with SAS, SPSS, and USAID GIS reporting systems
•    Experience creating and managing field reporting MIS technologies.
•    Excellent English speaking and writing skills 
•    Proficiency in Adobe Creative Suite 3.0 or similar media software
•    Desired: Proficiency in web/mobile content creation 

Duty Station: Ramallah – West Bank/ EDC office
Contract Duration: 1 year renewable.
