Job Title: Monitoring and Evaluation Manager

Working Hours: 40 hours per week: 8:00-16:00
AMIDEAST is an international, non-profit, education organization with offices throughout the Middle East and North Africa, including in the West Bank and Gaza. AMIDEAST implements the USAID-funded School Support Program that extends through August 31, 2018. The primary goal of the program is to improve the quality of education in 50 marginalized public schools in the West Bank. Program objectives include improving the educational environment in schools, enhancing community engagement, and strengthening students’ social competencies.
The Monitoring and Evaluation Manager for the USAID-funded, AMIDEAST-administered School Support Program will be based at the SSP program office in Ramallah and receive general supervision, administrative guidance, and day-to-day supervision from the Chief of Party (COP). Specifically, the Manger is responsible for the following.
Maintains overall technical responsibility for the successful implementation of SSP programmatic goals with respect to monitoring and evaluation
Coordinates as needed with the Ministry of Education and Higher Education (MoEHE), Assessment and Evaluation Directorate and other MoEHE departments as may be relevant for the collecting and sharing of data
Determines and develops evaluation instruments; coordinate and oversee data collection
Analyzes data and reports on results; produces the monitoring and evaluation section of project quarterly and final reports, and for other documents as needed
Identifies, analyzes, and documents overarching program outcomes and impact, documenting this assessment in the final project report as well as possible other documents intended to reflect SSP’s legacy
Supports the communications department’s development of a series of evidence-based success stories that demonstrate improvement and reflect the quality initiatives school,
Oversees and directs the work of SSP M&E staff
Participates in meetings with USAID, MoEHE, school and district personnel, and other stakeholders
Develops systems and maintains records that provide for the proper evaluation, control and documentation of assigned activities; prepares a variety of written correspondence, reports, procedures, directives and other materials
Complies with all applicable USAID and AMIDEAST regulations, policies, procedures, and systems
Works collaboratively and professionally in a senior leadership capacity with the COP and other senior program managers.

Qualifications
Management/supervisory experience
Master’s degree or higher in a relevant field
Extensive experience in and proven competence with monitoring program implementation using qualitative and quantitative approaches
M&E experience with USAID-funded basic education or youth programs
Excellent working knowledge of computer software packages, including SPSS, Access, and Excel
Ability to process and transfer large amounts of complex data into easily readable and concise formats and diagrams or info-graphics
Strong organizational, communication, IT, leadership, and interpersonal skills
Excellent written/spoken English language ability
Strong interpersonal skills and demonstrated ability to work productively with program staff and partner institutions
