The NGO Development Center (NDC) is a Palestinian non-profit non-governmental organization whose main function is to provide technical and financial support to Palestinian non-governmental organizations (NGOs) to empower them to respond to the needs of the poor and marginalized in the West Bank and Gaza Strip. In line with NDC’s mandate, NDC is currently seeking to fill the following positions to be based at its office in Al-Ram.


Post Title:Monitoring & Evaluation Specialist
Reports to:NDC Director 

Objective of Position:

Monitor the progress of programs in terms of realization of activities as opposed to project’s goal and objectives, evaluate results and impacts; recommend any necessary adjustments to implementation, structures and processes, document, provide feedback on, and disseminate lessons learned.

Prepare Logical Frameworks for the different programs; Provide performance and impact indicators for project implementation along with their corresponding means of verification.  These, along with the objectives, procedures and tools described in the NDC documents will form the basis on which the  M&E function is carried out.

 

General Duties:
Overall Role: Actively participate in developing and implementing NDC’s M&E system.

Plan: Assist NDC staff in developing Logical Frameworks for new project proposals.

Organize:  Ensure adequate collection of data to report on indicators set in the logical Frameworks for the different projects.

Lead:  Assist in managing the overall activities to achieve goals. Make work assignments to staff (If applicable) according to skills and job responsibilities.

Control:  Prepare and present reports for the information of his/her supervisor.

 

Specific Duties:

Implementation of M&E activities
Promote a results-based approach to planning, monitoring and evaluation, emphasizing results and impacts.
Work closely with the Unit Managers to define and finalize indicator frameworks for different interventions and ensure adequate and timely date collection for reporting on indicators.
Assist NDC staff and partner organizations in finalizing M&E indicators for respective programs.
Provide NDC staff and beneficiary NGOs with the required information and technical assistance to ensure adequate understanding of the M&E system  for developing local M&E capacity.
Prepare annual consolidated plans working closely with Units Mangers.
Monitor and report on the strategic actions in accordance with NDC’s strategic plan, and carry out updates of the strategic plan in close coordination with the Director.
Prepare the M&E section of the progress reports and ensure their timely submission. This includes quarterly, semi-annually, and annual progress reports, as well as ad-hoc technical reports.
Ensure that monitoring data is discussed regularly and in a timely matter in terms of implications for future action.
Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
Promote participatory planning, monitoring and evaluating by training and involving partner organizations in the M&E of activities in collaboration with NDC Program Officers.
Allow the results of the monitoring to dictate any changes to the ongoing implementation of the project.
Meet regularly with the Unit Managers and the project officers to discuss results of data and plan action steps to build on strengths and address weaknesses of the program.
Work closely with the Media and Communication Officer to ensure that project results and reports are properly disseminated internally and externally
Prepare TORs for mid-term and final evaluation, special surveys and studies required for measuring project effects, impacts and beneficiary satisfaction.
Facilitate, act as resource person, and join if required in any external evaluation missions; and monitor the follow up of evaluation recommendations.
Fully responsible for the Management Information System at NDC in collaboration with the IT Specialist and Unit Managers, ensure adequacy of the system , timely data entry, the generation of the required reports from the system with regular updating as the need arises.

Promote a culture of organizational learning
Design and implement a system to identify, analyze, document and disseminate lessons learned.
Involve all project staff in sharing experiences and lessons learnt on a regular basis.
Ensure that ToR for consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system described above.
Document, package and disseminate lessons and best practices on a semi-annual basis to allow for projects’ review.
Conduct other related tasks requested by supervisor within the level and scope of this position.


Grants Management
Manage a number of grants as specified by the Grants Programs Manager in order to inform the M&E function.
Assist and train NDC and NGO staff on organizing, holding and reporting on scorecard tool.
Coordinate with project staff to design monitoring tools that are adequate to the different types of projects.

 

Internal Relationships and  Communication:

Unit Managers, Officers and others as appropriate.
   

External Relationships and Communication:

Partner NGOs, external consultants and donors where applicable.

Qualifications:
B.A degree in Social Sciences, Management or related field, M.A degree is a plus
3-5 years of experience in related function, two years of which in field of monitoring and evaluation.
Experience in project management cycle.
Advanced computer skills in MS office
Professional research, analysis and reporting  skills
Excellent command of English and Arabic languages
