The United Nation Relief and Works Agency for Palestinian Refugees / Cash-for-Work Project (CaWP), is seeking for qualified candidates for the following positions:
Position: 2 Monitors -2 Administrative Clerks / Cash-for-Work Project

Background to programme
UNRWA is implementing a cash-for-work project in the West Bank to assist the most vulnerable Palestine refugees affected by loss of income through the provision of temporary employment in UNRWA installations as well as Municipalities and village councils.
1. FUNCTIONS AND RESPONSIBILITIES (Monitor)
Under the overall supervision of the Programme Manager and the Area Coordinator, The monitor performs the following:
- Monitoring JCP 0E Contractors in municipalities, camps and UNRWA installations.
Through site visits to the Area locations and check on the presence of the laborers, and match the work progress with the action plans.
- Coordinate with municipalities and UNRWA installations-
- Collect needs assessments, MOU’S, action plans and time sheets.
- Facilitate and monitor cheques distributions to JCP beneficiaries which should be done by financial department representative.
- Conduct a periodical evaluation for the laborers and the municipalities.
- Prepare the lists of laborers and municipalities every new round to help in preparing new MOU’s.
- Distribute the MOU’s to municipalities and follow up the beneficiaries time sheets.
- Submit a weekly work plan as well as; weekly and monthly reports (best location and site progress reports).
- File weekly monitoring forms that included the visited locations, the interviews that conducted with beneficiaries, also the achievements and work progress.
-Prepare for donors visits.
- Work on the payroll lists especially municipalities’ time sheet.
- Illustrate the programme visibility through taking photos for the sites describing the work progress, also distributing of posters, brochures, hats and other visibility items to partners.
- Prepare for visits to the sites as requested.
2. Expected Deliverables:
The Monitor shall prepare and submit the following reports, to UNRWA during the term of this assignment:
- Monitoring and evaluation weekly Report
- Best Location Report
- Monthly sites work progress Reports
3. Academic and professional qualifications:
A university degree in a field relevant to the work profile, English literature, development studies, management , Social science or Business administration.
4. Experience:
-Minimum 3 years similar experience.
- Sound experience in social assistance or community development projects.
- Relevant experience in monitoring, coordination and working with municipalities.
- Self supporting in IT (Windows, spreadsheets, word processing and outlook).
5. Language:
Good English proficiency (spoken and written)
1. FUNCTIONS AND RESPONSIBILITIES (Administrative Clerk)
Under the overall supervision of the programme manager and the area coordinator, the administrative clerk performs the following:
-Maintain a proper filing system (hard and electronic copies), for project documents in JCP offices among the areas.
-Organizing the diary of the area coordinator and following up his agenda as requested, as well as participate in project’s meetings and workshop through West Bank.
- Answering phone calls and following up with UNRWA installations and municipalities as requested.
-Assist the area coordinator in preparing monthly activity reports, monitoring and evaluation reports, site progress reports and best locations reports upon request.
-Prepare and Administer JCP office needs as well as staff records (attendance, sick leaves, and other leaves and personal files).
-liaisons between JCP office in the area and JCP office in Jerusalem field office.
-Provide support to JCP staff in the area: checking and processing contracts, and correspondence as requested form the Area Coordinator.
-Submit a monthly action plan and monthly activities report.
-Maintain good working relationships with UNRWA area officer, staff and
departments through WB; as well as partners’ municipalities.
-Entry of beneficiaries’ application forms to JCP data base. Any other tasks requested by the area coordinator or and program manager.

The Administrative Clerk shall prepare and submit the following reports, to UNRWA during the term of this assignment:
-Monthly Action Plan and Monthly Report
3. Academic and professional qualifications:
A university degree in a field relevant to the work profile, development studies, management or business administration.
4. Experience:
-3 years experience in the same field
-Sound experience in social assistance or community development projects.
-Self supporting in IT (Windows, spreadsheets, word processing).
6. Language:
Excellent English proficiency (spoken and written)
7. Closing date / Entry on Duty for all posts is:
31st of March 09 / 15th of April 09 Emergency Programme support staff; probational period of 2 months (renewal subject to performance and availability of funds
