Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for several position on the USAID funded Communities Thrive Program. This project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. This will be a 5 year program and will be based out of Ramallah. At this time, we are accepting applications for the following position:

Job Description & Specifications




Title:Municipal Engagement Advisor (Central Region, North Region, South Region) – 1 Position in each region
Reports to:Deputy Chief of Party (DCOP)
Supervision of:    Municipal Liaison Specialists (in assigned region)
Location:Tetra Tech Communities Thrive Ramallah Office or Regional Offices (TBD)

BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES

Oversee implementation of project technical activities and coordination with municipalities within assigned region in close coordination and collaboration with different technical component staff and under the supervision of the DCOP. The position several supervise Municipal Liaison Specialists in assigned region, and interface with local representatives from LGUs, civil society organizations (CSOs), private sector and/or donors in implementing cross-municipal activities.

MAIN RESPONSIBILITIES AND TASKS:

-Manage the provision of technical support to improve municipal service delivery, financial management, participatory development, and implementation of national level priorities and guidelines in the assigned region.
-In coordination with other colleagues, represent and manage day-to-day liaison activities as needed and maintain relationships with Palestinian counterparts and implementing partners;
-Oversee resources for all technical operations in assigned region, including coaching LGU staff, CSOs and/or private sector representatives in accordance with the contract statement of work (SOW) and approved work plan;
-Support, mentor and transfer the required technical leadership and coordination to the team of Communities Thrive municipal liaison specialists in assigned region. 
-Develop and direct mentoring and training activities to LGU staff and/or CSOs;
-Assist in developing materials for training and management skills development;
-Lend expertise to quality assurance and quality control of related technical activities.
-Support municipal and regional counterparts (municipal councils, MOLG, CSOs) to work together in preparing municipal budgets, plans, strategies, etc.
-Facilitate coordination of Communities Thrive activities in assigned region with other regions, the Ramallah project headquarters, and relevant LGU,  PA, CSO and private sector representatives.
-Support LGUs in establishing or improving mechanisms to improve good governance, transparency and accountability to the citizens.
-Support LGUs in establishing sound public private partnerships with relevant private sector firms in the assigned region.
-Conduct capacity building training workshops on municipal planning, budgeting and M&E.
-Prepare weekly and/or other reports as requested by the supervisor.
-Other related work as requested by the supervisor, DCOP or COP.


QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:   
Master’s Degree in a relevant field, such as Urban Planning, Public Administration, Business Administration, or other related discipline.

WORK EXPERIENCE:   
A minimum of 10 years of work experience, preferably on the implementation of donor-funded development projects, and at least 5 years of direct experience supporting municipal development, and/or local governance projects.
At least five years of progressively responsible supervisory experience, including direct supervision and performance evaluation of staff;
Experience on USAID-funded projects is highly preferred.

SKILLS:    Demonstrated ability to interact regularly and professionally with senior host-government, CSO and private sector counterparts on policy and other strategic planning issues; Strong communication and interpersonal skills, ability to work with all levels and functions within the company; Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information.  Must also be able to foster supportive working relationship among all staff; Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word;

LANGUAGES:
Fluent in Arabic, excellent English speaking and writing skills.

GENERAL:
Highly organized individual able to pay close attention to detail.
Ability to work as a member of a team of professionals in a fast-paced and challenging environment.    
Willingness and ability to travel, including to remote locations.
