Municipal Operations Specialist 

Project: USAID/ West Bank and Gaza (WBG) Accountable Local Governance Activity

Expected Start Date: ASAP

Level of Effort: Full-time

Location: Ramallah, Palestine

PROJECT BACKGROUND 

USAID/ West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

Position Purpose 

The Municipal Operations Specialist will be responsible for enhancing service delivery and management of municipal services by local government units (LGUs). This role supports sustainable efforts within targeted municipalities to promote improvements in municipal service delivery infrastructure, and social accountability mechanisms. 

Key Duties & Responsibilities 

  • Provide technical leadership for municipal services, implementation, and coordination of service delivery activities. 
  • Offer coaching and technical assistance to LGU partners in relevant operations areas such as revenue generation, cost-effective service delivery, assets registration, spatial planning, performance metrics, operations, and maintenance. 
  • Manage day-to-day liaison activities and maintain relationships with Palestinian counterparts and implementing partners related to service delivery efforts. 
  • Develop and direct mentoring activities in service delivery for local partners. 
  • Create service improvement training materials, conduct training and coaching as needed, and ensure quality assurance and control of related technical activities. 
  • Support partner LGUs in planning, monitoring, and controlling the delivery of services according to best practices and standards. 
  • Prioritize services for improvement across all fields related to service delivery. 
  • Develop and maintain effective and professional relationships with key partners. Contribute to establishing indicators and standards for improving coverage, quality, and operational efficiency, including maintenance of services and infrastructure. 
  • Work with partners to build their capacity for implementing successful service delivery initiatives. 
  • Provide policy advice to LGU partners on initiatives, issues, and legislation relevant to community service improvement and development. 
  • Facilitate and assist LGUs in coordination with other teams to identify and establish mutually beneficial public-private partnerships related to municipal services. 
  • Any other duties assigned. 
     

Qualifications 

  • Bachelor’s degree in international development or related field, or equivalent work experience; advanced degree preferred.  
  • 8 years of relevant working experience in the improvement of one or more of municipal services such as designing and applying activities and tools focusing on service delivery, including revenue generation, property registration, spatial planning, performance metrics, operations and maintenance. 
  • Ability to develop strong working relationships with government and local government officials, and private sector stakeholders.  
  • Experience on USAID or other donor-funded projects is highly preferred.  
  • Well-developed skills in urban planning software and programs, GIS and other related programs is a plus. 
  • Fluency in English and Arabic required. 

 Reporting

The Municipal Operations Specialist will report to the Service and Municipal Operations Team Leader.
